Regarding waiting for land to settle:
If you are building your house raised, your posts should sit on concrete foundations set well below the level of the raised land (at least 1 metre below really), so there should be no need to wait for the land to settle to start the build, as the foundations will only contact the already compacted soil below the land raise material added.
If the natural compacted layers of soil are a bit lower down, then dig the foundations down to that level, no problem (unless you are actually doing the digging yourself that is!).
The bonding beam that connects all the concrete foundation posts and pads is also set at below ground level too, so any land raised material there would also be excavated out in any case, as this beam does not need the soil to rest on for support. Any voids are back-filled and settled in with water fed by hose pipes, this draws soil into any holes down there.
If you are going to put a concrete pad on the ground floor, this can be added after the main house build, and even then it's advisable to add a decent layer of hardcore/rubble, pebbles and sand first before adding the reinforcing steelwork, as just throwing the concrete onto bare earth (even tamped) isn't the best idea.
