Panana hat is joking, I think because of his second sentence. But, GWB has the lowest approval rating in history. 8 years, and the economic difficulties, and many other things.
No, I don't think he'd be re-elected. And a high percentage of GOP voters strongly dislike him according to polls.
That said, a term limit for Presidents is a good thing for many reasons. The Executive has the most power in government of the 3 branches.
