Australia to buy submarines from France

Australia has awarded the A$50 billion ($40 billion) contract to build the country's new fleet of submarines to French naval contractor DCNS, sources said on Tuesday, dealing a major blow to Japan's nascent defense export industry.

Australia's Prime Minister Malcolm Turnbull will officially announce on Tuesday the winner of the contract to build the country's 12 new submarines, but two sources familiar with the process told Reuters that France has secured the contract ahead of Japanese and German bidders.

Another source at the French naval contractor said he was "quietly confident" of success ahead of the announcement by Turnbull.

Australia is ramping up defense spending, seeking to protect its strategic and trade interests in the Asia-Pacific as the United States and its allies grapple with China's rising power.

Local media reports suggested last week that Japan's Mitsubishi Heavy Industries and Kawasaki Heavy Industries, the previous frontrunners for the contract, had dropped out of contention, leaving France's state-controlled naval contractor DCNS and Germany's ThyssenKrupp AG to battle it out.

Beyond the contract price tag, one of the most lucrative global defense deals going, Australia's decision on the submarines has political implications both at home and abroad.

Industry watchers had anticipated a decision to come later in the year, but Australian Prime Minister Malcolm Turnbull's recent gamble on a July 2 election has sped up the process.

The contract will likely have an impact on thousands of jobs in the shipbuilding industry in South Australia state, where retaining votes in key electorates will be critical for the government's chances of re-election.

"There are significant expenditures of public money," Treasurer Scott Morrison told reporters ahead of the announcement. "The focus is on Australia getting real benefits from jobs and experience in the future."

France's state-controlled naval contractor DCNS has proposed a diesel-electric version of its 5,000-tonne Barracuda nuclear-powered submarine. France enlisted heavyweight support for its bid, with heads of industry and top government figures lining up to convince Australia of the merits of its offering.

Japan offered to build Australia a variant of its 4,000 tonne Soryu submarine, a deal that would have marked a significant development under Japanese Prime Minister Shinzo Abe's more muscular security agenda following his lifting of a decades-old ban on arms exports last year.

A deal with the Japanese would also have cemented closer strategic and defense ties with two of Washington's key allies in the region but also risked antagonizing China, Australia's top trading partner.

ThyssenKrupp was proposing to scale up its 2,000-tonne Type 214 class submarine, a technical challenge that sources had previously told Reuters was weighing against the German bid.

America's Raytheon Co, which built the system for Australia's aging Collins-class submarines, is vying for a separate combat system contract with Lockheed Martin Corp, which supplies combat systems to the U.S. Navy's submarine fleet.

They could have saved themselves a lot of money and purchased South Africa's submarines that the blacks are incapable of operating, despite no black submariners being sacked for being thick and stupid, they are still on the payroll.

One suspects Australians should consider who the submarines will be protecting. The largest country tradewise for Australia to consider is China. Will the Australian submarines be escorting/protecting the "trade interests" of Chins?

Will Australian warships attack Ameristani supplied, trained, armed and directed Philippine ships if Chinese or other nations merchant vessels come under attack from one of the Ameristani vassal states?

Surely somebody Australian remembers the way Ameristan brought Japan into a war? Or are they now an Ameristan colony instead of a British one, ruled by the fear of a colour revolution/financial warfare themselves or worse?

One also hopes that the Australian government doesn't pay anything until delivery of working submarines are complete. Other countries accepted Frances guarantees of delivery and subsequently, under pressure from foreign entities, refused to deliver. Or should Australians bear the risk of foreign powers fickleness, illegal acts and lack of accountability.

apart from the american non funny jokes there is the reality

In 2014, a blossoming friendship between Australian Prime Minister Tony Abbott and his Japanese counterpart Shinzo Abe looked to have all but sewn up a $40 billion submarine deal. Then French naval contractor DCNS hatched a bold and seemingly hopeless plan to gatecrash the party.
Almost 18 months later, France this week secured a remarkable come-from-behind victory on one of the world's most lucrative defense deals. The result: Tokyo's dream of fast-tracking a revival of its arms export industry is left in disarray
    and very importantly

And unlike France and Germany which quickly committed to building the submarines in Australia, Japan initially only said it would follow the bidding rules, which required building in Australia as just one of three options.

Actually they are being built in Adelaide. Sub design is French, but command system from the US.

They do but they are not competitive on price due to union interference.

Good luck to Australia. Just look at the fuck up the same French defence contractor made of the Nuclear powered aircraft carrier for their own navy. Its design was limited by the size of dock facilities, parsimony over converting nuclear powered submarine engines, and crappy propulsion systems.

Wonder what this "bold and seemingly hopeless plan" was that they hatched?

"Mai non, Je n'est pas de penses maintanon les Aussies avec un cuchon dande accept the BUNG de Cash tres tres grande pour awardes des contract?"

(Google translation "Oh no, I don't think the aussies politicians will accept the plane load of cash we will offer them in black money and bribes that we usually throw around to win contracts". ) Bold, and due to the Aussie impression they like to give that their country is not corrupt, seemingly hopeless?

Multiple allegations of corruption in jurisdictions across the globe, as well as the spectre of murder in Malaysia and Taiwan, could threaten Australia’s newest defence contractor, French company Direction des Constructions Navales Services (DCNS), which was announced as the winner of Australia’s multi-year $50 billion contract to build 12 conventional submarines — beating arch rival Germany’s ThyssenKrupp, and a Japanese consortium led by industrial conglomerate Mitsubishi — to secure the contract to work with ASC (formerly the Australian Submarine Corporation).

On December 15, 2015, Bernard Baiocco, 72, former president of Thales International Asia (Thint Asia), which is controlled by DCNS, was indicted for “active bribery of foreign public officials on people including [Malaysian Prime Minister] Najib Razak,” according to Agence France-Presse, quoting judicial sources. Baiocco vigorously denies any wrongdoing.
DCNS submarine defence contractor's suspect history in Malaysia

Wonder who involved in this will be murdered this time to keep the blackmoney scam under wraps? It was the translator last time

But of course this is the New Australia. Some fucker did because the French will not change their highly effective marketing plan.

Malcolm TURDBULL no doubt has his nose in the trough somewhere, and the media are being very quiet about DCNS's past corruption. You'd have thought it was worth a mention. French firm wins $50b contract, out of the blue, when the Japs thought they had it in the bag.... and they have a long and illustrious past of bribing government officials to get the gigs.... and yet that is left out of the the official narrative?

Well there is a thread on the forum about the DCNS scandals, as well as the murder.. I was thinking that it must surely be mentioned on this thread somewhere. Then I thought Hmmm I wonder if any of them mainstream media are mentioning it in their reports of this contract being sorted out - as in, specifically mentioning DCNS being utterly corrupt in all they do in the same article as discussing this new gig? But no. I looked at page after page of reports about this sub deal in the corporate press but didn't see one mention of it. So to do everyone on TD a favour, I selflessly connected it for people.
