Speak to them rationally about your concerns and suggest that they buy a set of electronic drums (about USD1K) and the lad can practice with headphones and not bother the community.

Whilst I value my privacy and a quiet environment, drums being played at all hours (especially badly) can be a pain for everyone, even the lads parents and some good advice from you will help everyone.

One thing you fail to realize is that when the lad starts to play it is pissing off the parents as well and your suggestion may be a great cheap instant solution for all concerned.

My 2 girls come back with violins and whilst 1 is good the other sounds like she has a cat by the tail but who I am I to stand in her way.
