Cha-Am's 10th Annual Kite Festival.
Every year in March it is held at the Rama VI Camp and includes kite competitions, including kite stunt shows, shows of kites from all around the world, also a Parachuting Show among other shows.

Nope best I can find is that the date changes each year and that it will be announced, as this is Thailand I assume it will be announced after the event whilst they complain about the lack of turnout
