    Loan Shark Gang Fatally Stab & Shoot Debtor


    Pattaya police arrested a gang of loan shark debt collectors one of them claiming to be a military officer after the gang stabbed and shot to death the debtor who died in front of his wife after refusing to pay.

    Sriracha, September 9, 2011[PDN]; Pol. Lt. Gen. Tha-ngai Prassajaksattru Director General of Police Bureau 2 and Pol. Col. Theerapol Jindaluang Deputy Director General of Police Bureau Chonburi arrested the gang: Mr Komsan Toreung or “Muadkom” age 28, the leader of the gang, Mr Prasit Sukcharoen age 48, professional hit man who shot the debtor and Mr Krissada Phasuk age 39. The weapon was a Smith & Wesson caliber .38 driving and the gang drove a grey Isuzu pickup-truck BOR WOR-5184 Chonburi.

    At 15:30 hrs August 16, 2011 the gang arrived at the the house of the debtor, Mr Thanet Pinngarm age 34, occupation motorbike rental employee who was not at home. The gang waited for the debtor at a restaurant and got drunk. When Mr Thanet arrived they asked for the outstanding amount of 5,000 THB. Mr Thanet and his wife had not paid back the loan in spite of several demands. This time Mr Thanet, the debtor pulled out a knife and started stabbing at Mr Prasit’s arm. Mr Prasit became furious and shot Mr Thanet twice, who fell to the ground. Thereafter Mr Krissada and Mr Lak stabbed Mr Thanet until he died. Then they jumped into the into the pick truck and escaped.



    After the shooting & stabbing Pol. Col. Vittaya Sriprasertparb Superintendent Nongkharm and Pol. Maj. Anek Butintr arrested three of the three culprits. One gang member Mr Lak Munyuen managed to escape. All of the suspects confessed on charges of murder and carrying weapon without license. An arrest warrant was issued for Mr Lek.

    For Mr Sompong Penngarmdee age 60, the creditor was arrested later. Mr Sompong claimed he told the gang only to collect the debt but but not to kill the debtor.

    Pol. Lt. Gen. Tha-ngai said the police will implement stricter measures to control the illegal money lending in order to avoid to tragic event like this.

    Sounds like he had no intention to pay and stabbing a pissed up Thai isn't exactly a smart move as he later found out!

    Well abihishit was trying to fix loan sharking problems in LOS...wasn't he?

    Bear in mind if the people who were and are in trouble with loan sharks here could get guarantors they wouldn't have gone to the loan sharks in the first place.

    A perfect example of the last governments initiatives to help the poor in LOS!

    Abhisit said there were about 1 million people trapped in a vicious cycle of debt burden and poverty.

    "People every day write me letters and send messages asking me to help them on the debt issue," he told officials from the Finance, Interior and Justice ministries and representatives of state-owned banks.

    He said the debt burden was not an individual predicament but also a problem of families, causing violence and insecurity in people lives.

    He invited people in debt to loan sharks to come to the Government Savings Bank (GSB) and the Bank for Agriculture and Agricultural Cooperatives (BAAC) to register their debts between December 1 and 30.

    The government will screen their debts and start to negotiate with underground lenders between February 1 and April 30 next year.
    Debtors who pass the screening process will start to get loans from the state-owed banks in May.

    The first condition is that the debt must not exceed Bt200,000 and must be money that was borrowed before yesterday.

    The interest rate charged by the state-owned banks will not exceed 12 per cent per annum, or less if the repayment period is more than eight years.

    The BAAC will take care of farmers and will require two guarantors for debts up to Bt100,000. For higher amounts, five people will have to jointly agree to guarantee the loans.

    Finance Minister Korn Chatikavanij said the interest rate would be about 12 per cent per annum or less, much cheaper than the loan sharks' rate of 20 or 30 per cent per month.

    For other debtors, the GSB will provide credit to refinance their debts, with an interest-rate charge of 0.5 per cent per month for loans of Bt30,000 and less and 0.75 per cent for bigger loans of up to Bt200,000. The bank will require a guarantor for loans worth Bt100,000 or less and two guarantors for loans up to Bt200,000.

    The Government Housing Bank will look after its borrowers who have loans from sharks. The Small and Medium Enterprise Development Bank of Thailand will take care of commercial debts.

    Krung Thai Bank, a state-owned commercial bank, will provide credit to state officials and employees of state enterprises, and the Islamic Bank of Thailand will refinance credit-card debts for those who are residents of provinces with an Islamic Bank presence.

    Interior Minister Chaovarat Charnveerakul told debtors they should not worry about their life savings if they participate in the scheme.

    Lenders who do not cooperate with the authorities will be punished since any interest rate over 15 per cent per annum is against the law.

    because he didn't wanna pay 3 baht
    at some filling station.

    lil soi near khosan rd. some farang couldn't pay the full bill for a meal he'd had
    think he was about 7 baht short on a 30 baht bill.
    everybody looked at this guy,
    owner shouting and going crazy, jing jing crazy.
    and i thought to myself, whaaaat the fook.
    think the whole soi knew about it in 10 seconds.
    that was around 2001.

    It was 1 Baht but the wanker driving the car insulted the fuel attendant (Burmese) despite his wife pulling him away and trying to stop him.

    The fuel attendant explained that although it was his fault the extra fuel was still in the Thai guys car and that because was very poor he couldn't afford to pay the 1 baht himself.

    Anyway... he asked him politely if he would mind paying the extra 1 baht. The driver went "into one" and the fuel attendant told the driver the world would be better off without him and shot him. (He was probably right)

    Result...one less ignorant Thai driving around...one more Burmese worker on the run, not a big deal here in LOS but it made the national news!
