Most people are advised to go to a few specific consulates outside of Asia for a 1-year multiple-entry Non-B.
About Phnom Penh (and other consulates in Asia), unless you have specific information on how you'll get it (i.e. your lawyer or sponsoring company making the paperwork has connections within the consulate, and tells you it won't be a problem), you should assume they will refuse it and give you a single-entry 90-day Non-B instead.
The attitude at Phnom Penh is 'we are for Cambodians only'.
You'll get a single entry at best from what I've heard.

Its not for me its for my Cambodian GF who has landed a job here, (phuket) in a Pre school and is now in PP getting a new passport. Is there any additional info other than the normal papers u need for a single that would qualify her for a multi?
PP became very unfriendly around 2010 I think. Then very very unfriendly around 2011.
I think most are kept waiting about a week unless they choose an 'agent', who is in fact the security officer, outside.
And then everything is still only single entry.
Laos are supposed to be much better nowadays.
I doubt Cambodians have to go through the same requirements as us non-ASEAN's.
Wouldn't she just get a 90 days single-entry then extend it for 12 months at immigration based on employment? If their process is the same as ours.

Single entry then the employer takes over for WP.
Multi is people invited for a series of meetings and consultation.
If she's going to be working in Thailand, she only needs a single-entry Non-B visa, (90 days) and then an extension based on the Work Permit. Much less hassle, cheaper, and she can get it at virtually any consulate with the correct paperwork. She'll need the WP anyway, so there's not much advantage in a multiple-entry visa.
A multiple-entry Non-B usually requires more paperwork than single-entry (tax records from the company etc; my stack was 30+ pages high).

had a meeting with the schools lawyer this morn. Only hold back is she is getting a new passport, (3 weeks for $185) so need to wait on that , than she sends me a copy, ( luckily can send as attachment to email) of the front page which is than turned into the labor dept ( 10 days or so) than she will have all the papers to do the visa and extend it here.
She does need to jump thru the same hoops as non asians for the work permit .
