    LONG-SIMMERING tensions between the Bush Administration and the United Nations leadership erupted into open warfare yesterday when Washington’s ambassador voiced outrage at criticism of the United States by the UN’s British second-in-command. John Bolton, the US Ambassador to the UN, called on Kofi Annan, its Secretary- General, to “personally and publicly repudiate” criticisms of the US and its people by Mark Malloch Brown, his British deputy.

    But Mr Annan, an old friend of Mr Malloch Brown who has promoted him to a series of top jobs in the UN system, retires on December 31 after a decade in office and was in no mood to back down.
    “The Secretary-General stands by the Deputy Secretary-General and agrees with the thrust of his speech,” Mr Annan’s spokesman said last night. “The speech was not a mistake.”
    In his speech on Tuesday, Mr Malloch Brown attacked the US for “too much unchecked UN-bashing and stereotyping over too many years. From Lebanon and Afghanistan to Syria, Iran and the Palestinian issue, the US is constructively engaged with the UN,” he said.
    “But that is not well known or understood, in part because much of the public discourse that reaches the US heartland has been largely abandoned to its loudest detractors, such as Rush Limbaugh and Fox News,” he added.

    I think the UN definitely needs reforms:

    - Move HQ to Geneva
    - Force the US and other "rich" countries to pay for their dues and remove their seat until they do from the GA if they don't
    - Give more power to UN secretary general (Give him veto power on GA resolution or UNSC resolution)
    - Give more power to the UN peaceforce with options to shoot and kill insurgents
    - Give automatic power to send UN troops if it fails to comply to UNSC resolution (that would have solved the Iraq, Bosinia and Israel Palestinian mess long ago). If the country refuses to accept UN troops, kick them out of the UN and enforce an embargo automatically

    I don't think there is any way you can really put any "teeth" into the UN. IMHO they should'nt really have any authority. They should really be nothing but a sort of form of government consultants. And the only other thing I can think of is other countries should take on a larger share of supporting the "burden" the UN has become.

    ^ this is already the case and this is not working. Obviously bullies like the US have their way without respecting the UN resolutions. They also failed to pay their dues forcing everyone else to pay for them instead. If it was up to me, I would have kicked out the US from GA and the UNSC for failing to comply with their dues, and abuse existing resolutions for their own selfish interest. Not to mention the UN charter which specifically address the issue of attacking a country without provocation.

    I agree that France shouldn't be in it and nor should Russia & China what with their recent histories of aggression. But I also think that the US's right to be a member (along with the UK) is on rocky ground after partaking in an illegal war.

    Nothing illegal about the war. No matter how hard they try even the left wing liberal seppos in the US can't prove it... it's just a repeatable mantra they keep repeating and hope one day somebody will prove true. Even the UN never passed a resolution that came right out and side it was illegal.

    wrong, it was technically illegal on so many levels. First it violated the UN charter, a supranational convention that goes beyond national "constitution", including the US constitution, despite most rednecks failing to understand that. Second you can't go to war as a major power without a UNSC approval, it didn't happen. The only difference here is that they are no courts to refer to when you break the law. That's one of the reforms the UN should implement. We have the WTO for commerce, La Hague for war crimes, but no tribunal for illegal wars, even though I guess La Hague could be used in the case of Iraq with all the attrocities we have been witnessing in the past few years.

    I remember someone giving a statement that if you want the U.N to work independently and without any pressure shift the office from New York to another city outside U.S.
