Russia’s presidential spokesman went on to say that such insults ultimately damage the reputation of the media itself, adding the Kremlin does not pay much attention to Focus magazine.
“The fact is that this media outlet is well known for its extreme subjectivity,” and not considered a “noteworthy source,” Peskov said. He added that, in the case of Russia, this subjectivity “is mostly based on extreme Russophobia.”
Moscow’s angry reaction was provoked by an article titled “50 reasons for Merkel/50 reasons against Merkel” published in the magazine issued on September 9.
“Even though she [the German Chancellor Angela Merkel] is afraid of [the Russian President Vladimir] Putin’s dog, she is not afraid of the dog Putin,” reads the offensive part referring to the Russian leader.
The issue was initially raised by the head of press service of the Russian embassy in Berlin, Denis Mikerin. “There are still red lines [that should not be crossed],” he wrote in a post on his Facebook page that featured a photo of the inflammatory piece published in Focus.
“There are things that have nothing to do with the freedom of expression or the media freedom and are by no means tolerable,” the diplomat said in his post, expressing hope that the insult aimed at the Russian president was “nothing more than unfortunate linguistic passage of a journalist.”
He also called on Focus editor-in-chief, Robert Schneider, to apologize for “this apparent fail” of his editorial office.
The Russian embassy in Germany also flagged the issue on its official Twitter account.
“Focus [editors] believe it is provocative. Is it? No. Tasteless and plain stupid? Definitely,” the embassy tweeted, challenging the German government’s spokesman Steffen Seibert to respond to the incident.
However, neither the German government nor Focus magazine responded or offered an apology. Instead, the media outlet said on Twitter there was nothing insulting in its article, just “ironic wordplay.”
“The word “dog” is basically a wordplay, which was intended to be ironic. It means “tough nut.” It was not intended to be derogatory,” the tweet said.
Later Wednesday, Schneider eventually contacted Mikerin to comment on the issue. However, his 'explanation' was similar to the magazine’s earlier statements, restating that the insulting phrase featured in article was nothing but “ironic wordplay.”
"It does not meet our expectations of a normal parity-based, respectful and responsible dialog,” Mikerin responded.
The embassy still regards the whole situation as “an unfortunate incident” that, however, still requires “concrete steps on its settlement, i.e. a formal apology from the Focus editorial office,” Mikerin said in a Facebook post.

UN accuses Russia of violating human rights in Crimea
Russia is committing "grave human rights violations" in Crimea, according to a report by the United Nations.

The UN human rights agency says it has documented arbitrary arrests, torture and at least one extra-judicial execution in the region.
"There is an urgent need for accountability," UN human rights chief Zeid Ra'ad Al Hussein said.
Russia annexed the peninsula from Ukraine after the country's pro-Russian leader was overthrown in 2014.
In response to the report's accusations, one Crimean official complained the account was not objective and did not reflect reality.
The UN report cites "grave human rights violations, such as arbitrary arrests and detentions, enforced disappearances, ill-treatment and torture, and at least one extra-judicial execution".
It adds that there have been "intrusive law enforcement raids of private properties" which "interfered with [the] right to privacy".
Crimea: The place that's rather difficult to get into
The report, which says the human rights situation has "significantly deteriorated" in the region, notes that hundreds of prisoners were illegally transferred from Crimea to Russian jails.
It says civil servants were forced to renounce their Ukrainian citizenship or face losing their jobs, and condemned Moscow's decision to replace Ukrainian laws with Russian ones.
"Education in Ukrainian has all but disappeared from Crimean schools," the report adds.
It is based on interviews conducted from mainland Ukraine, as human rights investigators were not permitted entry into the region.
Crimea, which has a Russian-speaking majority, voted to join Russia in a referendum that was not recognised by the international community.
The UN says Crimea's Turkic-speaking minority, the Tatars, who make up 12% of its population, have been targeted.
The Tatar parliament, the Mejlis, boycotted the referendum on joining Russia. Moscow said it was an extremist organisation and banned it last year.

"While those human rights violations and abuses have affected Crimean residents of diverse ethnic backgrounds, Crimean Tatars were particularly targeted especially those with links to the Mejlis", the UN report says.
It adds that the ban on the Mejlis "has infringed on the civil, political and cultural rights of Crimean Tatars".
Mr Hussein accused Russia of failing to investigate alleged human rights violations.
He said: "Failure to prosecute these acts and ensure accountability has denied victims proper remedy and strengthened impunity, potentially encouraging the continued perpetration of human rights violations."
But Zaur Smirnov, a member of the Crimean regional government, told Interfax that the UN report was filled with anti-Russian rhetoric and had used data from Ukrainian monitoring groups.

How many carriers Russia uses to occupy other countries and threaten other countries constantly? What the Russians spend on their military/year? And what the US? Russia has completed the elimination of its chemical weapons stock ahead of schedule and the last batch was destroyed on Wednesday
NOVO-OGAREVO, September 27. /TASS/. Russian President Vladimir Putin has called the elimination of the last batch of Russia’s chemical stockpiles a historic event.
"Without fanfare, we can say that this is indeed a historic event given the huge amount of chemical stockpiles since the Soviet time. Specialists said it could be used to destroy everything that moves on the Earth several times," Putin said.
Although Russia had planned to complete the elimination of chemical stockpiles by 2020, this was done ahead of schedule this year, Putin said.
"This [elimination of chemical weapons] is a huge step towards making the modern world more balanced and safer," Putin said. So, Russia "will meet its key international commitments on the convention on banning chemical weapons."
According to Putin, the United States "does not comply with its obligations regarding the terms for chemical weapons disposal: It postponed disposal terms three times already, including at the pretext of lack of budget financial assets, which, honestly speaking, sounds rather strange." "We expect that the United States, like other countries, will fulfil its obligations under international agreements," the Russian leader concluded.
