There has been a lot of posts recently on the Dickheads forum about people being fined for not re reporting their address if they travel overseas or within Thailand and stopping in paid accommodation
From my own experience in dealing with Phuket immigration if you fill in your current address on your arrivals card when returning from overseas this is reporting your address to immigration, you are just doing it at the airport immigration instead of Phuket town and i have not been asking or told to re register my address when doing my 90 day report
When traveling within Thailand my Thai wife registers at any accommodation except one time when i booked recently and paid with my credit card over the web, We only stopped one night and since your staying there only has to be reported within 24 hours no laws were broken by anyone when my stay was not reported and my permanent address remained the same in Phuket at immigration
Accommodation places are usually quite happy not to have to report your staying there for a short period anyway it saves a lot of paperwork and other things
