ow pen waa, waa dtair waa. meanings???

เอาเป็นว่า and ว่าเเต่วา

I hear these two phrases a lot, but cant get a good translation for them, even from thais with fluent english.
The first is translated as "in conclusion", the second phrase is translated in dictionaries as "anyway", but they seems to have other meanings too.

Can anyone help.
