Maybe in the very rural provinces in PI, you'll find something for 2k. Just for comparison, condo units in Manila of that size (or smaller 4×6m) can be rented from 18k to 30k (with A/C), depending on location and if furnished or not, as well as facilities in the building (gym, pool, park, etc). I've another friend whose rent for a flat is 25k/ month (furnished & w/ AC). But yeah, that's a condo unit in the city - it's different in the provinces.
Another question: why didn't your wife opt for a 2-storey building, to make use of the vertical space? The top of the carpark area could serve as a balcony/ clothes drying/ party place.
Also, did they dig deeper for the posts? Thanks!
