Blue tooth speaker not picked up

Got an Anker speaker, very good but only the android tablet finds it. Android phone and win 8.1 laptop can't pick it up. Always avoided blue tooth for connecting problems, but thought it had improved, any ideas?

Check power supply in your speakers.Update the Bluetooth on all your devices, update your drivers. If none of that works...i dunno

It might be obvious, but make sure the Bluetooth on the 'Android phone and win 8.1 laptop' is turned on.

On Win 10, it's Settings>Bluetooth and other devices ... make sure it's turned on.

Also check Settings>Bluetooth>More Bluetooth Options> Options> check the box entitled Allow Bluetooth devices to find this PC

Disconnect the tablet's bluetooth, then connect it to one of either laptop or phone.
