Yes, through Control Panel. If you just search for "How to change languages in Windows x.x" then you can follow the instructions "visually", if you know what I mean.

Just keep 'em. They're lovely.

If you inherited it it is quite possibly full of malware or other nasties that you won't know about. Might be a good time to wipe it and reinstall to start from a clean slate.

if it is a spare computer or so , you could try a linux version on it - Mint seems to be a popular first install at the moment
just download the ISO image , burn to a CD/DVD and boot from the CD/DVD and make a couple of choices , like language , time zone and you will end up with a windows like environment to play in , test etc
If you torture data for enough time , you can get it to say what you want.

Learn Chinese it a lot easier option than the other one and you will be everybody's friend at the local takeaway.

Take to an IT mall.
Get them to wipe it all and install a copy of Windows for 300 odd baht.

I tried to download the file from Download - Linux Mint
The file on the download site is 973 MB but the file I finally downloaded on my computer is only 103.1 MB. Any good reason for that ?
Beside I can't burn a bootable DVD tonight because I realized I've no more blank DVD home so I have to wait until tomorrow to try.
The things we regret most is the things we didn't do
This morning when I woke up, the downloaded file was 1.06 GB. Now I just need to burn a DVD to see if it's ok. If I can buy a DVD copy of Mint at my shopping mall, I will probably do it too as a safety.
It reminds me of the time of the 56K modem when I was downloading large file during lunch hour and hoping that everything will be ok when I'm back :-(
