    Multiple wives will mean multiple benefits

    Husbands with multiple wives have been given the go-ahead to claim extra welfare benefits following a year-long Government review, The Sunday Telegraph can reveal.

    Even though bigamy is a crime in Britain, the decision by ministers means that polygamous marriages can now be recognised formally by the state, so long as the weddings took place in countries where the arrangement is legal.

    The outcome will chiefly benefit Muslim men with more than one wife, as is permitted under Islamic law. Ministers estimate that up to a thousand polygamous partnerships exist in Britain, although they admit there is no exact record.

    The decision has been condemned by the Tories, who accused the Government of offering preferential treatment to a particular group, and of setting a precedent that would lead to demands for further changes in British law.

    New guidelines on income support from the Department for Work and Pensions (DWP) state: "Where there is a valid polygamous marriage the claimant and one spouse will be paid the couple rate ... The amount payable for each additional spouse is presently £33.65".

    Income support for all of the wives may be paid directly into the husband's bank account, if the family so choose. Under the deal agreed by ministers, a husband with multiple wives may also be eligible for additional housing benefit and council tax benefit to reflect the larger property needed for his family.

    The ruling could cost taxpayers millions of pounds. Ministers launched a review of the benefit rules for polygamous marriages in November 2006, after it emerged that some families had benefited financially.

    The review concluded in December last year with agreement that the extra benefits should continue to be paid, the Government admitted. The decision was not publicly announced.

    Four departments - the Treasury, the DWP, HM Revenue and Customs, and the Home Office - were involved in the review, which concluded that recognising multiple marriages conducted overseas was "the best possible" option. In Britain, bigamy is punishable by up to seven years in prison.

    Islamic law permits men to have up to four wives at any one time - known as a harem - provided the husband spends equal amounts of time and money on each of them.

    A DWP spokesman claimed that the number of people in polygamous marriages entering Britain had fallen since the 1988 Immigration Act, which "generally prevents a man from bringing a second or subsequent wife with him to this country if another woman is already living as his wife in the UK".

    While a married man cannot obtain a spouse visa to bring a second wife into Britain, some multiple partners may be able to enter the country via other legal routes such as tourist visas, student visas or work permits.

    In addition, officials have identified a potential loophole by which a man can divorce his wife under British law while continuing to live with her as his spouse under Islamic law, and obtain a spouse visa for a foreign woman who he can legally marry.

    "Entry clearance may not be withheld from a second wife where the husband has divorced his previous wife and the divorce is thought to be one of convenience," an immigration rulebook advises. "This is so, even if the husband is still living with the previous wife and to issue the entry clearance would lead to the formation of a polygamous household."

    Chris Grayling, the shadow work and pensions secretary, said that the decision was "completely unjustifiable".

    "You are not allowed to have multiple marriages in the UK, so to have a situation where the benefits system is treating people in different ways is totally unacceptable and will serve to undermine confidence in the system.

    "This sets a precedent that will lead to more demands for the culture of other countries to be reflected in UK law and the benefits system."

    Mr Grayling also accused the Government of trying to keep the ruling quiet because the topic is so controversial.

    Well they got intent to kill, severing her head, so that is considered murder. To be charged with 1st degree murder the prosecuter has to determine if it was premeditated. Second dgreee murder is if it was spur of the moment as in a fit of rage.

    Easy...you're a bigoted racist picking on him because he's a muzzie, and let's not forget infidels are also violent.

    Just a bit ironic, though easy enough for inbreds to sidestep, that his marketing ploy which earned lots of support and $$ from the peaceloving Saudis, was to use the station as a mouthpiece - to dispel unpleasant 'myths' about the violent ideology of islam. Also don't forget, this guy was known as a 'moderate'.

    BANGKOK — There are plenty of needy countries at the U.N. climate talks in Bangkok that make the case they need financial assistance to adapt to the impacts of global warming. Then there are the Saudis.

    Saudi Arabia has led a quiet campaign during these and other negotiations — demanding behind closed doors that oil-producing nations get special financial assistance if a new climate pact calls for substantial reductions in the use of fossil fuels.

    That campaign comes despite an International Energy Agency report released this week showing that OPEC revenues would still increase $23 trillion between 2008 and 2030 — a fourfold increase compared to the period from 1985 to 2007 — if countries agree to significantly slash emissions and thereby cut their use of oil. That is the limit most countries agree is needed to avoid the worst impacts of climate change.

    The head of the Saudi delegation Mohammad S. Al Sabban dismissed the IEA figures as "biased" and said OPEC's own calculations showed that Saudi Arabia would lose $19 billion a year starting in 2012 under a new climate pact. The region would lose much more, he said.

    "We are among the economically vulnerable countries," Al Sabban told The Associated Press on the sidelines of the talks ahead of negotiations in Copenhagen in December for a treaty to replace the Kyoto Protocol, which expires in 2012.

    "This is very serious for us," he continued. "We are in the process of diversifying our economy but this will take a long time. We don't have too many resources."

    Saudi Arabia, which sits atop the world's largest proven oil reserves, is seeing economic growth slide because of fallout from the global meltdown, but experts still expect the country, flush with cash from oil's earlier price spike last year, to be better able than other nations to cope with the current crisis.

    Al Sabban accused Western nations of pursuing an agenda against oil producers, under the guise of protecting the planet.

    "Many politicians in the Western world think these climate change negotiations and the new agreement will provide them with a golden opportunity to reduce their dependence on imported oil," Al Sabban said. "That means you will transfer the burden to developing countries, especially to those highly dependent on the exploitation of oil."

    Al Sabban said his country wanted a new deal and was not impeding progress in talks as some activists have claimed.

    An Arab environmental group IndyACT and the environmental group Germanwatch released a report Thursday accusing Saudi Arabia of blocking key elements of the negotiations. Among their tactics, the groups said, was slowing negotiations by insisting that the economic woes of oil producers be included in the text.

    "Despite the variability in the region, the current Arab position is mainly focused around protecting the oil trade rather than saving the planet form the adverse impacts of climate change," said Wael Hmaidan, the executive director of IndyACT.

    Most countries have agreed that any new pact should include provisions to avoid temperature increases of more than 3.6 degrees Fahrenheit (2 degrees Celsius) above preindustrial levels — the threshold at which most scientists say serious climate change will ensue.

    That would require emissions cuts from industrial countries of 25 to 40 percent below 1990 levels by 2020, far above the 15 to 23 percent cuts rich countries have offered so far. It would also require developing countries to scale back their emissions.

    Both rich and poor countries are counting on a transition to a low carbon economy as a key component of meeting their reductions, a move that would require them to away from fossil fuels and toward renewables like solar, wind and hydro power.

    KISMAYO, Somalia (AFP) – No luxury cruise but a ticket to jihad was the prize for the winners of a team quiz organised by Somalia's insurgent Shebab group during the holy Muslim month of Ramadan.


    "The reason the young men were rewarded with weapons is to encourage them to participate in the ongoing holy war against the enemies of Allah in Somalia," Sheikh Abdullahi Alhaq said at a ceremony late Friday.


    The radio-broadcast quiz organised by the Al-Qaeda-inspired Shebab organisation in the southern Somali city of Kismayo lasted throughout Ramadan, which ended last month.


    Five neighbourhoods of the port city entered the competition, which consisted mainly of questions on science, culture and the Koran.


    The winners -- a team from Farjano district -- were given a first prize consisting of one AK-47 assault rifle, two hand grenades, an anti-tank landmine and office supplies at a ceremony attended by hundreds of residents.


    "The team in the first place gets the weapons and office equipment worth upward of 1,000 dollars," Sheikh Abdullahi Alhaq said, sparking cheers and applause in the crowd.


    "It was a wonderful event because I have never seen students being rewarded with weapons as a result of an education competition", Mohamed Hersi, a Kismayo trader who attended the ceremony, told AFP.


    The Shebab and an alliance of local Islamist factions seized control of Kismayo -- one of the country's main ports -- more than a year ago and imposed a strict form of Sharia, banning sports, DVDs and Western clothes.


    The quiz show's runners-up had to settle for an AK-47 and ammunition.

    The unnamed woman, who is thought to be part of the same group that struck Moscow's Domodedovo airport on Monday, intended to detonate a suicide belt on a busy square near Red Square on New Year's Eve in an attack that could have killed hundreds.

    Security sources believe a spam message from her mobile phone operator wishing her a happy new year received just hours before the planned attack triggered her suicide belt, killing her but nobody else.

    She was at her Moscow safe house at the time getting ready with two accomplices, both of whom survived and were seen fleeing the scene.

    Islamist terrorists in Russia often use cheap unused mobile phones as detonators. The bomber's handler, who is usually watching their charge, sends the bomber a text message in order to set off his or her explosive belt at the moment when it is thought they can inflict maximum casualties.

    The phones are usually kept switched off until the very last minute but in this case, Russian security sources believe, the terrorists were careless.

    The dead woman has not been identified. Her handler, a 24-year-old woman from the internal Muslim Russian republic of Dagestan, has been named as Zeinat Suyunova. Her husband is apparently still serving time in jail for himself being a member of a radical Islamist terror group.

    Security sources believe the new year's eve bomber and the airport bombers may have been members of a suicide squad trained in Pakistan's al-Qaeda strongholds which was sent to the Russian capital in December to target the city's transportation system.

    The security services circulated a warning to Moscow police that month, saying there was credible intelligence of two teams of Islamist militants poised to strike in different parts of the country.

    Nobody has been arrested in connection with Monday's airport bombing, which left 35 people dead, and it is not clear whether the attack was carried out by one or two suicide bombers. Police are trying to identify the severed head of a male suicide bomber recovered from the scene and are trying to confirm whether he was accompanied by a female suicide bomber. Security sources said an apartment on the edge of Moscow thought to be a bomb-making factory was raided on 20 January but that it was empty.

    The Kremlin is under growing pressure to explain why its policy of pacifying the predominantly Muslim flank of southern Russia, which is used as a launch pad for such terror strikes, has failed. President Dmitry Medvedev fired Andrei Alexeyev, a senior transport policeman on Wednesday, pinning much of the blame on the police and the airport authorities. "Those who did not work properly must be punished," he said.

    A girl named Hena, age 14, was murdered by local Sharia Committee at Shariatpur in the southern part of Bangladesh. The daughter of poor farmer named Darbesh Kha, Hena was forcefully abducted and raped on January 30, 2011 during late at night by Mahbub, age 40. During this abuse, villagers arrived in response to the cries of Hena. At the same time, the imam of the local mosque, a man named Mofiz Uddin, and a few teachers of Madrassa [Koranic School] led by Saiful Islam, also arrived; instead of taking any action against the rapist, the Muslim clergymen took Hena inside the Madrassa and locked her in a room. The following day, the same imam and some of members of the Sharia Committee in the village sat for a trial of Hena on charges of “immoral sexuality” before marriage. Later the committee decided to punish Hena with 200 lashes, and took financial penalty of only TK. 10,000 [US$ 150] from the rapist.
    During the lashing, Hena became unconscious; when she was rushed to the nearby village hospital, the attending doctors declared her dead.
    After lodging a murder case with the local police station, a few influential members of the local mosque committee, as well as Sharia Law Committee, are telling members of media that Hena was involved in “immoral activities,” and the villagers caught her red-handed while she was having physical relations with a villager; and that later the Sharia Law Committee punished Hena for such anti-Islamic and immoral activities. They denied admitting that Hena died during being lashed. Further, a few political leaders in the area are frantically trying to save the rapist and the members of the Sharia Law Committee.
    Sharia Law Committees are becoming influential in a number of Muslim nations. Although the committees are illegal under local laws, there has never been any action against such groups by any government: these Sharia Law Committees are comprised of influential leaders of the locality as well as members of various political parties and fronts.
    On average, in Bangladesh, several hundred rural females fall victim to such rulings and lashings, as well to other forms of “Islamic Penalties,” as Shariah Law Committees become increasingly prevalent.

    DHAKA: The High Court Wednesday issued a suo-moto rule asking the local administration of Shariatpur district to explain what preventive and punitive steps they had taken before and after the death of fatwa-victim Hena.

    In its rule the court directed Shariatpur Deputy Commissioner and Naria UNO to report within 15 days what steps had been taken to protect the adolescent girl from fatwa-inflicted torture and punish the predators for her tragic end.

    An HC bench comprising Justice AHM Shamsuddin Chowdhury and Justice Sheikh Md. Zakir Hossain issued the order as Advocate Sima Jahur brought the matter into the court’s notice.

    State counsel Deputy Attorney-General ABM Altaf Hossain in the hearing informed the court that the government has already taken steps in this regard.

    Department of Homeland Security Secretary Janet Napolitano told Congress today to expect more members of designated foreign terrorist organizations to visit the United States.


    “I think you are right in pointing out that as we move forward we are going to continue to have visitors to this country that the State Department and others feel are useful to bring to the country to have discussions moving forward who say they are members of the political party that in the past have been so designated,” Napolitano told House Homeland Security Committee chairman Pete King, R-N.Y. during a committee hearing this morning.


    Napolitano was defending the decision to host Hani Nour Eldin — a member of Egyptian parliament elected on the political party platform of the Islamic Group, which the State Department has designated as foreign terrorist organization — at the White House.


    “I think we have to add more nuance to that,” she said when King mentioned that Eldin is part of a designated foreign terrorist organization. “We have to know what the group was. Is it now a political party that is running the government of a country that has strong ties to the United States?” She added that he went through three stages of vetting and “everyone who looked at this person felt confident that he was not a security risk to the White House or to the United States.”


    King charged the Obama Administration with violating a law in hosting Eldin at the White House. “It appears as if the law was not complied with in that he did not apply for a waiver [and] Congress was not notified, which is also required,” he told Napolitano. “It does not appear that either the letter or the spirit of the law was complied with.”


    When King reiterated that complaint about the process by which Eldin was allowed into the country, Napolitano conceded that “on the process, that’s a fair point to make.”
