Good OP by Macha and great points.

If the US can do things of this nature, why not Russia? I do believe that Russia is doing this to put a bargaining chip in the process. Pretty obvious, as I think post USSR Russia couln't care less about the Caribbean region, let alone want to pay for this. Raśll might be sitting back, giggling.
