Agree with Tex.

I don't know the details of the insurance, what insurance applies. And many of the poorer residents were renters. New Orleans is like a deep bowl, that is below sea level, in a hurricane area. Katrina was inevitable and had been predicted years before. Another hurricane will hit N.O. in the future.
