Okay, fine and dandy. There was no misunderstanding at the time his bluff was called. However, suffice to say the MoE doesn't get involved unless a TL being issued. Even then, well never mind. It would as you indicate depend which WP office and the mood of the day etc.. I previously said SOME Thai's consider the Thai issued TEFL certificate was or is equalivant to a legitimate college degree. They may know better but I doubt it in some cases.
