xdcc on IRC works best for me. Vast amounts of stuff, generally more reliable than bittorrent. A bit of a pain in the ass to use, although there are some xdcc client packages available a lot of those are banned from the warez channels.
You're wrong about usenet logging though, every NNTP server keeps detailed logs showing your IP address and what groups and articles you've accessed or downloaded. As usenet is a store and forward system it's sometimes strictly regulated and sometimes not, policies are up to individual sites and, outside the alt. hierarchy, there are policies and moderators for hierarchies and groups (in theory anyway, practice is another thing
