    2 nabbed for B200m Supoj home heist

    A man has allegedly confessed to stealing more than 200 million baht in cash from the house of transport permanent secretary Supoj Saplom.


    Police have caught two of the six men who allegedly robbed transport permanent secretary Supoj Saplom’s house in Wang Thonglang district on Nov 11. The suspects are Singthong Jaichuencho, second right, and Saokaew Namwong, right. CHANAT KATANYU

    The Metropolitan Police Bureau announced yesterday the capture of two suspects, Singthong Jaichuencho, 44, and Saokaew Namwong, 59, who allegedly burgled Mr Supoj's house in Lat Phrao Soi 64 of Wang Thonglang district on Nov 11. Mr Singthong said he, Mr Saokaew and four other men who are still at large, including the gang leader, broke into the house and took the money.

    Mr Singthong claimed that when the gang entered the house, they found between 700 million baht to 1 billion baht in cash stuffed into bags.

    Mr Singthong was arrested at a rented house in the Khlong Ton area of Bangkok and Mr Sakaew was detained in Chiang Rai.

    Pol Gen Panupong said the gang had planned the burglary for a year and the stolen money was split between them.

    He obviously would not keep it in a bank account.

    He did not want the amount recorded under his name.

    He thought that the cash was safer in his insecure house than in a bank vault.

    Safe from whom?

    That sum of money is not that of normal daily individual business transactions.

    What was that money earmarked for?

    Oddly enough, it was stuffed into bags, thus very portable.

    Such portable assets usually indicate an intention to disburse or transport the cash.

    To whom?

    For what purpose?

    The complainant has a lot of questions to answer.

    The accused , allegedly, were arrested in Chiang Rai, a known drug distribution centre.

    They apparently knew of the cash, and had been planning the robbery for a number of months. So the cash had been collected and prepared for transit over that time.

    Was the burgled house under flood at the time?

    Interesting.
    The accused knew the complainant. What is their background?

    I just thought that was worth repeating - I wonder if all senior public servants keep that sort of petty cash at home - this could lead to a spate of break in's

    what would be the physical size and weight of such a haul ?

    Perhaps it's a media misprint. It's certainly common enough in the Thai rags.

    Especially when all political officers have to declare their assets to the NCC. I wonder what his "official" net worth is on the books.

    According to the TV last night the "government official" originally sai it was 3-4 million baht for his daughter's wedding...until the perpetrators said "oh no!.. it was more like several hundred million"....lol..we will never know .."government official" is from current government....TIT!

    Police are looking for 12 suspects who robbed the house of the Transport Ministry permanent secretary on Saturday night and made off with a number of items, the value of which is still be assessed.

    Supoj: Away at daughter’s wedding

    Wang Thonglang police chief Pol Col Thawat Wongsa-nga yesterday said video footage captured a group of men breaking into Supoj Saplom's house in Lat Phrao Soi 64 of Wang Thonglang district.

    The 12 robbers tied the hands of two maids with rope before forcing them to take them to Mr Supoj's room.

    The gang forced open the room and ransacked it, said a source.

    Mr Supoj and other family members were attending his daughter's wedding in Phloenchit at the time.

    Mr Supoj told Thairath Online that the valuables taken by the robbers were not in fact worth much, though they also took cash.

    He believed the robbers heard about his daughter's bridal price so they wanted to steal it.

    The robbery was said to have taken only 10 minutes. The gang fled on a pickup truck.

    Video footage from a closed-circuit camera installed at a neighbour's house captured the suspects' vehicle.

    Witnesses told police they saw the pickup truck parked near Mr Supoj's house that night.

    The vehicle was driven to the end of Lat Phrao Soi 64 and through to Lat Phrao Soi 62.

    National police chief Pol Gen Priewpan Damapong yesterday inspected the house and asked police to handle the case thoroughly.

    Police said the robbers probably knew movements in the house because they knew it would be empty at the time, and that the gate was out of order due to the flooding.

    The Bhum Jai Thai Party intends to strengthen the oversight ability of the Transport Ministry's permanent secretary in the area of rail development.

    The move is a bid to ensure the scheduled bidding of many projects worth hundreds of billions of baht can start this year.

    The Cabinet today will be asked to approve a new board of directors for the State Railway of Thailand (SRT). Transport Ministry permanent secretary Supoj Saplom will chair the board, replacing deputy permanent secretary Tawalyarat Onsira, who resigned recently, said a ministry source.

    The source said Newin Chidchob, de-facto leader of the Bhum Jai Thai Party, was behind the move.

    "Supoj has been tasked with overseeing the entire railroad-development plan, which covers the Mass Rapid Transit Authority and the SRT. This will ensure the ministry can open bidding for the projects under the Thai Khemkhaeng (TKK) stimulus package," the source said.

    Meanwhile, Tawalyarat has been tipped to become a director at Airports of Thailand, to help former Transport Ministry permanent secretary Piyapan Jampasut, who was earlier appointed AOT chairman.

    The ministry source said the road had been "paved with roses" for Supoj to assume control of the rail-development process ever since the day Newin's right-hand man, Sophon Saram, became transport minister.

    Supoj, then director-general of both the Highways Department and the Rural Roads Department, was promoted to permanent secretary.

    In his new capacity, he oversees his old Highways and Rural Roads departments. Both departments are allocated Bt39 billion under the first phase of the TKK scheme.

    Some TKK money will be used to build dust-free roads despite criticism regarding possible corruption. In the first phase, 901 dust-free roads are planned for a combined length of 3,246 kilometres at a cost of Bt14.82 billion.

    Of the Bt39-billion TKK budget, Bt10.36 billion had been disbursed by last month.

    The source said Newin's group was pushing for several rail-investment projects, such as "Railroad Reform for Public Safety", which will require Bt153 billion between now and 2014. Most of the money will finance replacement of wood sleepers with concrete ones, new locomotives and improvements in train-road barriers.

    Another major project is the investment in the double-track rail project, measuring 767 kilometres.

    Moreover, the ministry will also push forward bidding for the Blue Line electric-train project, a revision of Bangkok Metro's concession and the second phase of the dust-free road construction under the TKK scheme, the source said.

    The term of reference for the Bt52.26-billion Blue Line project have been sold, while an additional 1,983.5 kilometres of dust-free roads will be constructed next year at a cost of Bt9.76 billion.

    Details of all of the projects will be complete next month, with bidding starting shortly afterward.

    "Having Supoj as SRT chairman will facilitate project implementation," the source said.

    The ministry also recently pushed hard for the 4,000 natural-gas-for-vehicles buses to proceed, which entails replacing the Bangkok Mass Transit Authority's entire fleet at a cost of Bt66 billion.

    The bus project was first proposed in the Samak Sundaravej government, and Bhum Jai Thai has relentlessly pushed for it despite the Abhisit Vejjajiva administration recently cutting the target from 6,000 new buses to 4,000.

    So the dude was pretty much in charge of the transport infrastructure of Thailand for about 2 years.

    What would have been his official pay as a bureaucrat? Not a hell of a lot.

    What assets and incomes did he have other than his official income?

    What was his personal expenditure for house and home, rates, daily living and the cost of his servants?
    Twelve maids in his employ at Baht 4,500/month a piece average = Baht 60,000/month, just to start with.

    This guy is a big spender.

    I tend to believe the apprehended accuseds' statements in this case, for one simple reason.

    The fact that they volunteered the information regarding a very large amount of money, way out of the scope of a standard house burglary.

    Thieves normally do not "fess up" to all that they've nicked or done.
    They trade off some confessions in return for leniency, for fear of retribution from co-offenders or associates.

    There's a lot more to this story, and I don't think that Supoj is going to get away with from this event with a very squeaky clean image.

    Up to how many million or billion?

    She must be one hell of a beauty, and the hubby must be one helluva rich.

    The salary for the position(s) isn't what counts - it's the position(s).

    ^ The positions generate the status which generates the salary.

    The status generates more than the salary, it generates further income via the endemic graft/kickback system of Thailand.

    What I am pointing at is the fact that as a bureacrat, how did he manage to accumulate so much loose cash that he could not bank.

    It's no good saying that it was simply a result of his position.
    The cash didn't simply fly into his hands by magic.

    Where did he get it from?

    Common sense will indicate that in a land where bribery and graft is endemic, greasy money will slip his way if pushed for a favour.

    From where precicely is the pertinent question, and how much, for how long and what for.

    These are the questions that are going to be asked of the man.

    I look forward to hearing his answers If they are ever made public.

    I suspect that he has enough dosh to shut the investigation down, and that we will never know the full truth re his personal slush fund.

    The accused are in real danger of losing their lives over the matter, for not only is he and his family to be investigated but that of his new son in law's.

    This would be a very lucrative source of cash income.

    Supoth Sublom, permanent secretary to the Ministry of Transport, on Friday flatly denied the speculation that he took bribery and stashed cash worth hundreds of million inside his house.

    It is the first time he commented on the scandal sparked by reports that a thief took about Bt200 million cash from his home and testified that Bt700 million or Bt1 billion more is inside the house. The National Anti-Corruption Commission also resolved to launch an investigation.

    Supoth said that this scandal is to discredit him, adding that the stolen cash is the dowry and cash gifts for his newly-wed daughter. He said he had no idea of the exact amount.

    "I didn’t stash cash at home. Just imagine how you will stash cash worth Bt1 billion. Where is the Bt200 million amount? It will take 200 bundles of Bt1,000 banknotes to make up the amount. And the thief said he took Bt200 million. If there was Bt1 billion, why didn’t him take it all?" he said.

    Saying that he is not officially approached for an investigation by the NACC, he is ready for that. He insisted that he did not produce any special order in bidding processes, either at the State Railway of Thailand or Mass Transit Rapid Authority of Thailand where he served as chairman. He also insisted that he never made direct contact with private companies and that government project contracts are awarded in line with the process.

    Transport Minister Sukampol Suwannathat said today that he would discuss the burglary with Supoth, who is one of his subordinates. However, he said he would not ask about the money and where it comes from, considering that a personal issue. Yet, the ministry is ready to cooperate with the NACC over the graft probe.

    "As he was robbed, I need to console him. He’s in misery and placing more hardship on him is inconsiderate. My motto is we should not punish the fallen. Those who are in charge of investigation should proceed with their job. Asked if it puzzles me that the permanent secretary has a lot of cash, I can’t answer that. I just knew him when I took this post. I never met him before. But working together, I find him an able man. I won’t comment whether this (scandal) would affect confidence in him," the minister said.

    The National Anti Corruption Commission is to launch a graft probe against Transport permanent secretary Suphoth Sublom, on suspicion of unusual wealth, NACC member Klanarong Chantik said on Friday.


    The probe is in connection with the testimonies of two burglar suspects who confessed to stealing Bt200 million in cash after breaking into Suphoth's home, Klanarong said.

    He said the probe would focus on three issues - whether Suphoth filed false asset statement, whether he stashed ill-gotten gains and whether he was involved in irregularities.

    Reacting to the probe, Suphoth said he was smeared by the burglar suspects who claimed he might have hidden as mush as Bt1 billion at his home.

    "The claim to have stolen Bt200 million is not true because I don't have that much money," he said.

    He said it was impossible to hide Bt200 million or Bt1 billion at his home.

    In earlier reports, he gave the police statement that he found Bt5 million cash missing following the break-in of his home.

    Police held a press conference to unmask two of five suspects who had Bt2.8 million between them at the time of arrest.

    Many good questions - and there seem sure to be many more to come. The amount is still disputed. If it turns out to actually be anything in the 200 million-1 billion range, then one of those questions would be whether the money was actually his or whether he was holding it for others.....

    Perhaps the more pertinent questions as to the money apart from where it may have come from is,where was it going and whywas it in cash.

    Interesting to see the political party links as well. Tied to the Slippery eel Mr. ATM", a politician who dispenses dirty money under the table to anyone who needs it. That particular politician among others in his short-lived yet highly inept administration is also believed to have paved the way for the economic crisis of 1997.

    Seems to be that there is indeed a faint odour of something not as fresh as it could be wafting from the associates of the P.T.P coaltion administration.

    he is the most senior civil servant within the ministry of transport. So this rule will not apply to him.... however other laws might.

    The ministry of transport is a particularly high 'fee' paying ministry so its not really than much of a surprise that he's got that much cash in hand or that his patron is connected to newin.

    I know someone who moved over to prepare the budgets for that ministry for parliament. within a week, a businessman approached him with an offer of a 'gift' of about 200k baht for absolutely nothing in return. Obviously an opening gambit for a mutually beneficial future.

    For the record, he didn't take the money and I would doubt he would have mentioned the event if he had taken it.
