at age 16 he should be adult enough to know right from wrong, and should have learned that there are consequences to his actions, and if all other measures have failed, a bloody good hiding, and another, and another every time he puts a foot wrong might just let this all sink in.
it sounds like this is not the first time, and i am sure this "extreme measure" on dd's behalf was a last resort.
