I have seen (on the news) his own subjects approach the King of this country on their knees and I doubt it would be polite to touch him. As a woman, you can't even touch a monk, here, certainly not a monarch, so why not attack the customs of other countries? Why Britain? Most of the rest of us who live in this century think of MO as a sophisticated and elegant woman, who comes across as having a warm and peasant personality.

The queen is generally thought of as a pleasant old biddy, more at home with dogs and horses than people. There is a degree of respect for her in the nation, largely engendered by a life time of service. the rest of the crowd are not though of so well.
To answer your question, the prohibition against touching the "royal personage" is not unique to Uk, its pretty much universal for royalty, mainly because history has shown that the hand that was doing the touching all too often has a knife in it.
