It may not be completely legal but the rules were changed because of mainly two things - the hundreds of thousands, close to a million Kiwis flooding Australia compared to a trickle going the other way. Kiwis used to totally bludge the system, it was a joke, whatever the reasons. Changes had to be made.
Second - people using NZ to get PR stats and then bugger off to Aus. We have Brazilian friends who intend to do just that and avail themselves to a free superior education etc...
It ain't all stats that speak volumes.
Aside from that, NZ isn't a bd place to be at all . . . except the weather and accent.
