At the time Canada was supplying the Soviets with all the grain they wanted. Twas a big bone of contention between the US and Canada. Why would the Soviets pass up the chance to embarrass the US for wheat shipments they didn't need? Pretty slim argument for conspiracy theorist. The primary reason for the approval of wheat shipments to the Soviets was because the US farm lobby was putting pressure on the government to remove it's ban.
