In the week leading up to this match, Australian media reported that northern hemisphere rugby had been moving against time wasting during the last season, to the point that the URC (United Rugby Championship - Ireland, Scotland, Italy, South Africa and Wales) were displaying shot clocks on ground screens, penalising for non-compliance. Referee in Sharks v Stormers January 2022 made a similar decision to last night, Sharks too slow taking the penalty kick and ref awarded a scrum to Stormers. It happens; in that match, resulted in a 22-22 draw.
It was also mentioned in the same article that Raynal, like all French referees, is pedantic.
So it should not have come as a surprise.
