    Flood levels in Nonthaburi's Bang Yai district continue to rise as rescue workers trying to help people trapped in flooded Bang Bua Thong district report difficulties getting into areas where the floodwater is highest.

    Almost all of Bang Bua Thong district has been inundated, reports said. The flood level near Khlong Thanon canal in Bang Yai district, adjacent to Bua Thong 1 housing estate, had risen to over one metre. Small vehicles could not pass through the floodwater in this area.

    Areas on both sides of Kanchanaphisek Road (Taling Chan - Suphan Buri) in front of Bang Yai Market were also flooded.

    A section of Taling Chan-Suphan Buri road from Bang Yai intersection has been ordered closed due to heavy flooding, reports said on Friday.

    Authorities have advised motorists wanting to travel to Suphan Buri to use Kamphaeng Saen-Nakhon Pathom instead.

    Some areas of Don Mueang and Lak Si districts in Bangkok have been inundated by overflow from Khlong Prapa canal.

    Metropolitan Waterworks Authority governor Charoen Phassa said on Friday that the water had burst through a flood barrier at Khlong Luang in Bangkok Yai and swept into Khlong Prapa, resulting in water levels in the canal flowing past areas in Don Mueang and Chaeng Wattana Road in Lak Si rising by one metre.

    MWA workers and soldiers were racing to fix the broken flood barrier and trying to drain the overflow of Khlong Prapa to Khlong Bang Khen at Phong Phet, Khlong Bang Sue and Khlong Sam Sen.

    The water levels were now under control and the flood was expected to recede in the next few days, Mr Charoen said.

    Thai Prime Minister Yingluck Shinawatra said Bangkok will be spared from floods that have killed almost 300 people and devastated areas north of the capital after defenses on the Chao Phraya river were bolstered.

    “Bangkok is safe,” Yingluck told reporters yesterday, after inspecting the city’s defenses by helicopter. “But we can only say that for the area within the flood barrier. For the area outside, they may still face floods.”

    We live in Soi Phaisingto been there 10 years not really ever flooded where we are locals say not have flood for at least 18 years.
    The klongs near us are always empty so i am hopeful not going to get it to bad.
    Plus as i mentioned about a week ago with have a new soak away the MRT.

    The flood water has now arrived at Zeer shopping centre in Rangsit.

    The express lanes are still dry but the parallel roads are now flooded. Small cars can proceed, but very slowly.

    Earlier the flood water innundated parallel road in front of Future Park, Rangsit, forcing the shopping centre to close and offered its entire parking areas free for vehicles until the end of the month.

    Zear Centre is nearer North Bangkok than Future Park, but both are in Rangsit, Pathum Thani province.

    Pramote Mai-glad, former director of Irrigation Department and recognised water expert, criticised Metropolitan Waterworks Authority for allowing Khlong Prapa to be breached, making it more difficult for BMA to defend the city in a live tv broadcast.

    Mr Pramote, who was recruited to work for FROC, said he wondered why MWA did not man the canal's dyke 24 hours a day when it was obvious for several weeks that this year's floods are the greatest in living memory.

    If MWA thought that they lacked manpower to protect the canal, they should have informed FROC which could mobilise forces to help.

    Now that the canal is breached, BMA has to employ a lot of big pumps to drain the excess water from the Khlong Prapa so as not to innundate inner Bangkok.

    These big pumps should have been employed to drain the excess water along severl canals in eastern Bangkok to the sea so as to lessen the water pressure at Sai Mai flood walls.

    The big pumps could also be employed to drain excess water in several canals passing through inner Bangkok into Chao Phraya river, which BMA agreed to help relieve the flood tide.

    Now BMA has to fight the battle on several fronts instead of concentrating only on the North tne the eastern front.

    Bhumibhol dam level is about 99%, Sirikit 99%, Khaew Noi 100%, Pasak 138%. These dams have to release water continuously.

    However, high system from China is bringing cool weather to Thailand, causing less rainfall.

    Future Park Rangsit will close its doors until the floods subside, according to ING Fund (Thailand) which operates a fund that owns the shopping complex.

    Future Park has been closed since October 19.

    ING said that the complex is spared by the floods that severely hurt Rangsit. However, transportation is difficult due to deluge into the area. It is now protected behind a 2-metre sandbag wall.

    Stagnant Floodwater Turns More Contaminated

    UPDATE : 21 October 2011

    The level of the Prapa Canal continues to increase and some parts have become contaminated.

    The level in the raw water canal, or Prapa Canal, is continuing to rise while the water in the section near the Song Prapa Intersection has begun to emit a bad odor and dead fish have floated to the surface.

    The overflow from the canal has flooded nearby housing estates and communities in Lak Si and Thung Sikan areas .


    A section of Chaeng Wattana Road between Big C superstore and Phai Kiew Temple is submerged under 30 to 40 centimeters of floodwater.

    Only heavy trucks and high-bodied pick-ups are able to pass on the road.

    Residents there said the overflow from the canal has been gushing into their homes since yesterday and the water keeps rising, so they have decided to evacuate their communities.

    They complained that no officials from the government or the Bangkok Metropolitan Administration have provided assistance to help evacuate them.

    Meanwhile, residents in the Pong Petch Keha housing estate have asked the BMA and Lak Si district office to provide sandbags so they can construct a levee at the entrance of their community to prevent a runoff from the canal from entering the estate.

    Small vehicles are unable to easily pass on the road and water levels are still constantly increasing due to the strong and rapid inflow from the canal.

    Shops on the roads have already closed while the overpass over the canal now is almost totally filled with cars, as their owners parked them there to avoid floods, though this has caused severe traffic congestion in the area.

    Pracha Chuen Road is also flooded by water leaking through the canal's levee with the water level lower than the sidewalk.

    According to pantip.com flood report page, several posters from several areas of Bangkok report the tap water is yellowish and smelly for the past 2 days or since the day Khlong Prapa was reportedly breached.

    According to an MWA official, the MWA has put more chlorine to make sure the tap water is safe.

    Thais battle to shore up Bangkok as floods threaten

    (Reuters) - Thailand reported progress in diverting floodwater round its capital into the sea on Friday but the threat of water swamping Bangkok lingered with canals full to the brim and heavy rain forecast for next week.

    After trying to hold the line for a week, the government opened some canals on Thursday to allow water to run through the inner city, carrying the risk of inundating some districts but relieving pressure on dikes.

    Thailand's worst floods in five decades, which have killed at least 342 people since July and devastated industrialized areas to the north of Bangkok, are the first real test for politically inexperienced Prime Minister Yingluck Shinawatra, whose government has had to form uneasy alliances with the military and political rivals to coordinate the relief effort.

    Bangkok's metropolitan authority is controlled by the opposition Democrat Party, while the military has a frosty relationship with the ruling Puea Thai Party because of its de facto leader and Yingluck's brother, Thaksin Shinawatra, the self-exiled former premier overthrown by the army in 2006.

    The flood problem was building even before she took office in early August and looks set to cost industry more than $3 billion, slashing economic growth this year.

    The 44-year-old businesswoman is resisting calls to declare a state of emergency, saying authorities are able to manage.

    "It would ruin investors' confidence, which is quite weak already," Yingluck told reporters at the crisis center.

    "At this moment we can see that we (the government and the people) are cooperating very well to help us get through the problem. If I declare a state of emergency, I would be telling the world that we can't help each other."

    Thousands of people in northern parts of Bangkok were moving valuables and electrical equipment to higher floors while evacuees pitched tents in the city's Don Muang airport.

    In the fringe provinces of Ayutthaya, Pathum Thani and Nonthaburi, residents packed into boats, some carrying the elderly on their shoulders. Elevated tollways had been turned into giant car parks, with moving traffic reduced to a single lane on some highways.

    Many convenience stores in downtown Bangkok were sold out of water and instant noodles and appeals were made for supplies from medicine and food to diapers and slippers.

    Some workers stayed home to fortify their houses and banks and shops in Bangkok's business districts were piling up sandbags in case canals burst.

    DAMAGE, DISRUPTION

    "If the floodwater reaches Bangkok, we're looking at five to ten times the damage we've already seen," Bangkok Bank's executive vice-president, Bhakorn Vanuptikul, told Reuters outside his bank's fortified headquarters.

    "The damage would be immeasurable because of the disruption to people's lives."

    Water now covers a third of Thailand's provinces, some four million acres (1.6 million hectares) in the north, northeast and center of the country, and a seventh big industrial estate was overwhelmed late on Thursday when flood barriers at the Bang Kadi park in Pathum Thani were breached.

    The government's effort to steer the water around the east and west of the capital has had some success, its crisis center said, but people in the northern Don Muang and Lak Si districts were told to be on the alert and ready to move.

    Viphavadi-Rangsit, a main road from the north into the heart of the city, is the biggest concern, with fears that canals could overflow and swamp it, said Bangkok Governor Sukhumbhand Paribatra.

    The start of the new term for 116 schools, scheduled for November 1, would be delayed indefinitely, Sukhumbhand added.

    The weather was expected to clear Friday and similar conditions forecast for on Saturday, but light rain was expected Sunday and thunderstorms in the days after, according to the Meteorological Department.

    The central bank has put the damage to industry at more than 100 billion baht ($3.3 billion) on Thursday and its governor, Prasarn Trairatvorakul, said 2011 economic growth could be closer to 3 percent than the 4.1 percent it forecast. Finance Minister Thirachai Phuvanatnaranubala said growth might be barely 2 percent.

    The Commerce Ministry said exports might fall 13 percent in the fourth quarter compared with 2010.

    Thailand is a big regional hub for the world's car makers and most are suffering disruption, either because their plants are flooded or, more often, because parts makers have had to close and the supply chain has been disrupted.

    The output of Japanese car makers has fallen by about 6,000 units a day because of the flooding. Germany's Daimler AG said late on Thursday it had halted car production because of the threat of flooding.
    Thailand is the world's top rice exporter. Traders and analysts said it was too early to assess the damage, but estimated about 2 million tonnes of milled rice may have been ruined, with delays to the loading of 100,000 tonnes of rice.

    Bangkok Governor Sukhumbhand Paribatra has revealed that the northern runoff has finally reached the outskirts of Bangkok and is now circling the capital. On the north, the flood water is starting to enter parts of Don Muang District. Although the governor did not issue an evacuation order, local officials in some lower lying areas are informing residents if they need to move their belongings to higher ground or if an evacuation is needed.

    Sukhumbhand went on to say that he has received assurances from the Metropolitan Waterworks Authority that the situation along the Khlong Prapa will be under control tomorrow. This evening, Chaengwattana residents are reeling from floods of up to two meters in some areas.

    The governor expressed concern for the west of Bangkok as well, saying that the Mahasawas Canal is now at around two meters. If the water level reaches 2.5 meters, it will cause flooding throughout the area.

    Phra-nai to work with Sukhumbhan

    Interior permanent secretary Phra-nai Suwanrat is authorised by Prime Minister Yingluck Shinawatra under the disaster emergency decree to coordinate with BMA in managing flood situation to defend Bangkok.

    Mr Phra-nai is also authorised to direct all units under the Interior Ministry including Metropolitan Waterworks Authority and Metropolitan Electricity Authority to work closely with the BMA on flood prevention effort.
