    Aree Grainara, chief security guard for the red-shirt Democratic Alliance Against Dictatorship, (DAAD) looks comfortable in his new role as secretary to the interior minister - but he insists he's still a red-shirt and would not rule out the possibility of red shirts taking to the streets in the tens of thousands again.

    "As long as the country is not yet democratic, we never know. There's still hierarchy," said Aree in his spacious new office at his first day of work.

    Red shirts will give the Pheu Thai government time to work for a while, he said, in reference to the new ruling party, which is now populated by a number of red-shirt political appointees, himself included.

    One key challenge for the government, Aree told The Nation and two other reporters from its sister publications, would be whether the truth behind the deaths of 92 persons in April and May 2010 would emerge and whether those responsible would be punished.

    "It's impossible [to ignore]. The law must be the law. Those who lost [loved ones] must receive justice. The wrongdoers must be punished. The government must make the truth known, or else there won't be peace."

    Last year, on May 19, as red-shirt leaders gave themselves up and arsonists attacked nearby buildings, Aree decided to escape from the authorities and possible terrorism charges.

    "I decided not to turn myself in [to the police] as long as the emergency decree remained in force, because there wouldn't be justice until it was lifted," Aree, now dressed comfortably in a suit and tie, said. He threw away his mobile phone and refrained from visiting family members in Nakhon Si Thammarat while hiding in Bangkok until the lifting of the emergency decree nine months later. Among his advisers were some police officers.

    "We demonstrated, calling for what is right - but in the end we got body bags," he recalled.

    In his new job, Aree said he is well aware of criticism, or even ridicule, from people who think he's not fit for the new job. He described at length how many ministerial advisory posts he held in the past, including his stints as an MP candidate. Also, added Aree, he was a former academic counsellor at Ramkhamhaeng University and had advised some 300 student groups while at the university.

    "Every red shirt who has been appointed [to a government position] is qualified," Aree insists.

    Aree is less committal when asked about what he thinks of issues confronting the Interior Ministry such as the call for provincial governors to be elected instead of being appointed by the powerful and conservative ministry. "I have no idea yet. We must look at various impacts," he said, adding governors ought to be more efficient and turn their workplace into "one-stop services" for the public.

    Though in a considerably important position now, Aree, 58, is still facing terrorism charges as a result of his role in last year's events. In a sign of confidence, Aree said he doesn't know what the maximum penalty is. The case is still being reviewed by the Office of the Attorney General.

    Phranai eyed as top bureaucrat; Thawil set to get PM's adviser post

    In addition to the much-heralded transfer of national police chief Wichean Potephosree, the next move is a reshuffle at the Interior Ministry, of incumbent permanent secretary Wichean Chawalit and provincial governors.

    Prime Minister Yingluck Shinawatra called a meeting yesterday with her deputy and Interior Minister Yongyuth Wichaidit to discuss shortlisting of nominees for governors, and Phranai Suwannarat, a deputy permanent secretary as a possible replacement for Wichean Chawalit.

    Phranai, former director of the Southern Border Provinces Administrative Centre (SBPAC), declined to comment over his being the next permanent secretary, telling reporters who asked him whether he would feel uneasy taking the job: "I stayed and worked in the South for three years, should I be afraid? I can keep on fighting. Don't worry."

    Yongyuth had earlier dismissed reports about Phranai being a strong candidate, prior to a meeting with Yingluck. He later echoed Deputy Prime Minister Chalerm Yoobamrung who said Phranai was a good candidate for the job.

    Yingluck later dismissed her government's attempts to transfer key government officials as an act of bullying, saying it was transfer season and each Cabinet minister was given a free hand to transfer in and out officials under their supervision on their own decision.

    Justice Minister Pracha Promnok, in response to red shirt calls for dismissal of Tharit Phengdit as incumbent director-general of the Department of Special Investigation, said they were free to rally in support of their cause, but reshuffles of officials were his ministry's decision.

    Meanwhile, National Security Council (NSC) chief Thawil Pliansri will be transferred to a senior post as adviser to the prime minister today, although Thawil said he may still petition the Central Administrative Court against his transfer.

    Deputy Prime Minister Kowit Wattana met with Thawil yesterday to inform him of the decision which will vacate the NSC seat for the Pol General Wichean Potephosree who is being removed as police chief.

    Thawil said it would be tantamount to cheating taxpayers if his new job was not suited to his ability and experience, such as moving him to become permanent-secretary of the Tourism and Sports Ministry or Science Ministry.

    "It may also affect those already in that position, which is not appropriate," Thawil added.

    Asked if he still wanted to continue working with national security, Thawil said yes. Asked if the transfer was politically motivated or not, Thawil said the public could think for themselves.

    Government officials must be able to work with any administration, Thawil added.

    "As far as it's about national interest, I shall stick to it," said Thawil, adding that his subordinates had been supportive during this difficult period.

    Asked if he is being mistreated Thawil, whose new job will carry a senior C 11 rank, refused to answer. He also refused to say if Prime Minister Yingluck Shinawatra has phoned him to discuss the matter.

    Thawil will be not be represented at the Cabinet meeting today, but will send his NSC deputy Adisak Tanyakul to attend instead.

    New appointments seen as rewards for faithful



    The cabinet's reshuffle of the Finance Ministry and the Government Lottery Office is being seen by some as an exercise in rewarding those who have acted in favour of ousted prime minister Thaksin Shinawatra and Pheu Thai's economic policies.

    Surasit Sangkapong, who was the GLO director under the Thaksin administration, and Weerapat Srichaiya, a lawyer for Thaksin's ex-wife Potjaman Na Pombejra, were among three new GLO board members appointed by the cabinet yesterday. Another newly appointed board member is Lt Gen Rujawin Kijwit.


    Pol Maj Gen Surasit Sangkapong

    Pol Maj Gen Surasit was among the officials indicted for their involvement in the sale of unlawful two- and three-digit lottery tickets during the Thaksin government. He stepped down from his police duties during a court trial in 2009, left Thailand to do business and reportedly eventually settled down overseas, but returned after Pheu Thai formed the present government.

    He also played a central role in Thaksin's controversial "war on drugs" which allegedly resulted in more than 2,500 deaths.

    Meanwhile, the cabinet appointed Benja Louichareon, deputy permanent secretary, as Excise Department director-general in place of Pongpanu Svetarundra, who was appointed deputy permanent secretary.

    Deputy permanent secretary Somchai Pulsawas was appointed as Customs Department director-general in place of Prasong Poontaneat, who was moved to be director-general of the State Enterprise Policy Office.

    His predecessor at the State Enterprise Policy Office, Somchai Sujjapongse, was appointed as director-general of the Fiscal Policy Office in place of Naris Chaiyasoot.

    Mr Naris was made director-general of the Treasury Department in place of Winai Wittawatkaravet, who will retire at the end of this month.

    The Excise and Customs departments are two of the three key income units for state coffers. The third is the Revenue Department.

    Sources said Ms Benja is an expert in tax inspection and she was quickly promoted through the ranks when she worked at the Revenue Department .

    She had been expected to be made chief of the Revenue Department or permanent secretary for finance if the military had not staged its coup to overthrow the Thaksin administration in September 2006.

    During the examination of Thaksin's alleged asset concealment by the coup-appointed Asset Scrutiny Committee, Ms Benja publicly expressed her opinion that two of Thaksin's children _ his son Panthongtae and his youngest daughter Pinthongta _ should not have to pay tax on their profits from selling their holding in Ample Rich to the Singapore government's investment arm Temasek Holdings.

    As for Mr Pongpanu, who was removed from the Excise Department, the source said he was the person who put his signature to the transfer of the 46 billion baht of assets seized by the state from Thaksin.

    Mr Pongpanu also proposed to increase the excise tax on petrol, which ran counter to the ruling Pheu Thai party's policy to cut fuel prices.

    Sources said Somchai Pulsawat, the new Customs chief, was seen to have a close relationship with former prime minister Somchai Wongsawat, Thaksin's brother-in-law, and Khunying Potjaman's brother Pol Gen Priewpan Damapong, who has been nominated to become the next national police chief.

    Mr Somchai's predecessor, Mr Prasong, was appointed by the Democrat government.

    Meanwhile, Satit Rungkasiri, who had earlier been expected to be removed as the Revenue Department chief, remained unaffected in the reshuffle.

    The Revenue Department recently decided not to appeal against the Central Tax Court's verdict in favour of Ms Pinthongta and Mr Panthongtae, regarding the Shinawatra family's sale of Shin Corp shares to Temasek back in 2006.

    The court ruled they were not the real owners of the shares so the department could not collect 12 billion baht in tax from them. Thaksin was the owner of the shares.

    Deputy government spokesman Anusorn Eiamsa-ard is one of the many red-shirt figures who have become political appointees in the Yingluck Shinawatra government.

    Anusorn, 36, is one of the three deputy government spokespersons, and his responsibility covers political and social issues.

    Also known as "DJ Opal", he hosted news-oriented and talk-show programmes on pro-red satellite-based television and community radio. Eloquence has been his forte since he was in high school in the northeastern province of Nakhon Ratchasima - he won a prize for outstanding young debaters from Channel 3's High-School Debate programme.

    During street protests by the red shirts over the past two years, Anusorn acted as stage emcee. He insists that despite his new job as deputy government spokesman, he still considers himself a red shirt - albeit a "constructive and compromising" one.

    Unlike many red shirt leaders involved in the anti-government protests that led to unrest and riots, Anusorn has not been charged.

    "During the election campaigning, the [Pheu Thai] Party wanted a clear separation between red-shirt and party rallies. I was the only red-shirt figure to be selected to work on the party's rally stage, and I didn't join the red-shirts' rally. That's because I have an image of being neutral. It's also acceptable among the red shirts that I am neutral," he said.

    Regarding questions about his political background, Anusorn described them as "natural", saying that while the red shirts backed him, the movement's enemies did not like him.

    He said his background in the news media would be helpful to his new job. The spokesman job would not be much different from the job of hosting news programmes although he would have to be more careful about what he was saying.

    "As a spokesman for the government, what you say will cause a wider impact," he added.

    Anusorn said he would now adhere to the job of deputy government spokesman and would not join any street campaign by the red shirts, adding that the red shirts already had many people who could be stage emcees at their rallies. However, he also expressed confidence the red shirts would not take to the street during this government's tenure.

    "The red shirts will help support this government. The government has people who are ready to support them in many ways," he said. "The red shirts are from many occupations, such as police, military, teacher, and academic."

    Regarding the political conflict, the deputy government spokesman said he believed the Pheu Thai-led administration "will not cause any new wounds and will also prevent the old wounds from having infection".

    He said the rivalry between the different political colours would go in the future if the government could ensure there is no practice of double standards.

    "If the government can please the people and win their acceptance by ensuring fairness and making them happy and getting rid of their suffering, not only the red shirts but also people from other political colours will support the government," he said.

    UDON THANI : A campaign is under way by the red shirts to demonstrate their loyalty to the monarchy, one of their leaders Kwanchai Praipana says.

    Mr Kwanchai, who heads the We Love Udon group, said red shirt groups in 20 northeastern provinces will meet tomorrow to discuss forming the We Love The Monarchy group.

    They are expected to formally announce the formation of the group on Saturday, he said, noting that the campaign is aimed at ending any doubts about the red shirts' loyalty.

    He said all red shirt-affiliated groups will append the words "We love the monarchy" to their names.

    The We Love Udon group will be known as the We Love Udon (We Love The Monarchy) group, he said.

    Mr Kwanchai said red shirt members will celebrate the 84th birthday of His Majesty the King on Dec 5 by growing plants with auspicious names at their homes.

    The red shirts will also seek permission from the Royal Household Bureau to use the official emblem for the King's birthday celebrations.

    He said the official emblem will be attached to more than 200,000 T-shirts to be distributed in the Northeast as part of the celebrations.

    A group or movement is ultimately comprised of it's members, and there is little question that the red shirts are overwhelmingly socially conservative and devoted to the Monarchy. Just go to their houses. It's just a shame that some feel they have to reinforce this in the public eye, given the really quite unconscionable slanders- and accompanying politicisation of the Institution- from the 'other side'.

    Regard for "The Institution" has never been in question, except by those who wish to imply otherwise, for their own political purposes.

    Reform and application of true Democratic principles to the functioning of Thailand's Constitutional Monarchy form of Govt. has been brought up by the Red Shirt Democracy Movement, as it would be in other countries associated with this form of Govt.

    Of necessity, this includes the function of all elements within it.

    There has been an eternal debate going on in Canada about making The Senate an elected body, as opposed to its' current appointive nature.

    I have been told this initiative was introduced a day prior to the meeting. Even promoted on INN, the primary Pee Malakul media outlet.

    Needless to say, many were not amused

    New Deputy Education Minister Nattawut Saikua, who is also a co-leader of the red-shirt movement, said he would let his performance provide the justification for his appointment, adding that most of the criticism that he is not qualified for the job had come from the opposition.

    The charismatic red shirt said it was too early to say whether his presence in the new Cabinet would invite more criticism of the Yingluck Shinawatra government, adding that he did not intend to respond to any attacks at this stage.

    Nattawut is one of two new Cabinet members opposed by the green political group led by former People's Alliance for Democracy spokesman Suriyasai Katasila. Suriyasai yesterday petitioned the parliamentary ombudsman claiming Nattawut is not qualified for the Cabinet post because as a red-shirt leader he fomented political unrest and may not be considered an ethical person.

    Ombudsman Pravit Ratanapian said his office would take two months to consider the petition.

    Nattawut said his relationship with the red-shirt movement was unchanged, and the ties among red shirts were above considerations of political positions because of what they fought for together. He said he would be very pleased if red-shirt co-leaders such as Jatuporn Promphan received Cabinet portfolios as well. Nattawut denied his appointment was the result of a discussion between him and any specific person.

    Nattawut urged the public to give the committee set up to heal divisions stemming from the deadly protests of April-May 2010 time to do its work and not jump to any conclusions. The government's decision to compensate protesters who were injured and families of those killed can be criticised under a democracy, but all compensation should be geared towards national reconciliation, he said.

    A group or movement is ultimately comprised of it's members, and there is little question that the red shirts are overwhelmingly socially conservative and devoted to the Monarchy.
    Devoted is a difficult word. The red movement is obviously a broad church and it's hard to make too many generalisations but I think it's probably more accurate to say overwhelmingly not republican. That said, my knowledge of it is much more at the bourgeois-liberal end and organisations like Turn Left Thailand, which aren't really representative of what goes on in the villages.
