The key here is that the visiting command is acutely aware of the importance of the VFA and will do all that is reasonable to demur to the needs of local people who find themselves embroiled in altercations. A serviceman or woman on the wrong end of this can find themselves in deep doo doo very quickly. Military justice in these cases is swift and summary, (Dealt with by local command under UCMJ). Thes summary powers are there for this very reason and a serviceman will be well aware of summary punishments.
justice is served quickly and compensation, where appropriate is made. An example is frequently made of these types of transgression. For you to dismiss it as a rich boy buying his way out of trouble is completely wide of the mark.
