Thursday 8th March 2007German boy bar owner arrested on allegations of making underage sex videos.
We joined officers from the Women and Child Protection Unit, a division of Chonburi Provincial Police as they conducted a raid of a house in Soi Paniachang 8 in Central Pattaya on Thursday Morning. An arrest warrant had been issued for Mr. Peter Fritz Alfred Kuttner, aged 53 from Germany who is the owner of the Dragon Bar located in Soi Sunee Plaza, an area notorious for boy bars that will often employ underage male workers. The warrant states that the suspect is accused of taking pornographic movies of boys under the age of 15. Inside his house explicit pictures of young boys and other items including VCD movies were seized of evidence. This is not the first time Mr. Kuttner has been arrested in Pattaya. In July 2004 he was arrested and charged with sexually abusing two girls under the age of 15 and was also arrested for operating the Triple Bar in Soi Sunee Plaza without valid operating licenses. Mr. Kuttner was refused bail and has been transferred to German Embassy Officials in Bangkok who may take the option of prosecuting Mr. Kuttner in Germany.

German National Arrested In Under-age Gay Sex Case
GERMAN NATIONAL ARRESTED IN UNDER-AGE GAY SEX CASE
German gay bar owner, Mr. Peter Fritz Alfred, was arrested, yesterday, after outraged neighbours notified the police about the scandalous goings-on at his house in Somboonsuk Village where he was entertaining as many as 6 boys, some in under age gay sex.
At 12.00 pm on March 8th, Police Lieutenant Colonel Grisda Garnganalongorn, accompanied by Police Major Panya Cha-emtet, brought a search warrant (no. 817 / 2520) , issued on 28th. Feb. 2007 from the court to search a house at 157 / 74 Somboonsuk Village, Soi Pa-nead Chang 8, Moo. 9 Nongprue, Banglamung. The house belongs to Mr. Peter Fritz Alfred, aged 53, a German national.
At the house, the police found a black BMW, (registration no. 5221 Chonburi) and a 1903, black Harley Chopper motorbike (red number plate 19-431, Pattaya). Both vehicles were parking in front of the large, two storey house. In the house, the police found an unidentified, young Thai man aged 17 and Mr. Peter having sex. When the police showed the warrant to the two men, Mr. Peter was really shocked. As part of the investigation, Mr. Peter had to allow the police free rein in the search of his house. Though no incriminating evidence was discovered, the police did find many sex toys and sex videos.
After being questioned, Mr. Peter told the police that he used to be in the Germany navy, but was now retired. Currently, he runs a couple of gay bars: “Crazy Dragon” and “Banana Boy Boy” in Sunee Plaza, South Pattaya, which he has been doing for over 10 years.
Mr. Peter told the police that he had also been accused of a sex crime in Germany, but he had managed escape conviction. Following this, Mr. Peter moved to Pattaya and started his Gay bar business, becoming really successful and extremely rich.
Over the years, he has had a few similar cases brought before the police, but they are still searching for more evidence. In a demonstrable lack of concern, despite the threat of arrest hanging over his head, Mr. Peter, still continues to pursue his high-life, bringing groups of young boys to entertain him in his house, on a regular basis. Sometimes, he has been known to have as many as 5-6 boys service him.
However, the neighborhood is not so liberal, and Mr. Peter’s excessive behavior has raised sufficient public concern for them to notify the police. Accordingly, the police decided to charge him with having under-age sex with a minor aged less than 18 years old.

My undersanding is that there's a large grey area covering age of consent in LoS, esp for commercial sex, though it seems the unfettered age is 18, with anything below that liable to parental consent and also subject to future misgivings by either the parent or the child. In other words, touch anything below 18 and you're on offer.

I don't think he had 'parental consent', which has, by Thai standards, quite a narrow definition, that is, no exchange of money or 'gifts' to gain this consent, that would be classed as pimping.

Yeah, he'd be away for a while, still might be, if he'll get extradicted or will choose to return in the future - Germany does reserve the right to judge and sentence people for crimes committed abroad regardless of the penal codes in the place the crime was committed.
