Since the reunification of Germany the US and Russia have been negotiating on NATO extension in the now independent former USSR members , I t has being reported that Baker when Negotiating the reunification of Germany promised that NATO will not extend into this regions.

Nations do not tell other nations what to do, but in the matter of issues that threaten their national security they request that they stop doing certain things, if said nations do not stop doing those things, and after negotiations fail, the only option is war. History is full of such instances.
The US is no angel in the Ukraine situation and I am sure they were behind the coup that removed the democratically elected pro-Russian Government 2014.
The situation in the Ukraine is not as black and white as some would like to think. If the situation was reversed and the US was in a similar situation, I am convinced they would have devised an excuse to also invade.

It seems to be a major point that countries choose to join NATO, which is an alliance of free sovereign states. Not aware of any country every asking to join the Soviet block. Russia does not want to have a similar organization as NATO, it wants subjugated vassal states.
Not really a surprise which way Ukraine leans.
I think the current crisis, the invasion of Hungary, the invasion of Czechoslovakia etc etc etc . . . are ample reason to want to join NATO - again, The US doesn't make all the decisions, neither does Russia. Plus, where is this agreeement?
Added to which, the talks were between the USSR and the US . . . the former Warsaw Pact 'countries of seven' joined after the USSR fell.
Their choice, their free will . . . their fear of Russia doing exactly what they are doing.
