Assad can *never* stabilise Syria.
A stable Syria requires all parties to reach agreement, and moderate Syrian rebels will never forgive him for his genocide.

Allegedly the Russians and the Americans have signed a memorandum. Note no other countries have signed it so there is still room for "accidents". Or are Russia and the Americans acting as proxies for their respective "partners"?

One response states that,
"#SYRIA The document is expected to cover air activities of all the anti-ISIS coalition: American party committed to notifying their partners"
Whether the Americans actually do action the agreed commitment and their partners accept the word from the POTUSE, requires a little knowledge of when the parties have renaged on thier "commitments".
Apparently Her Majesty Elizabeth II's current government does not wish to participate with the P4+1 coalition. It has turned down an offer to share terrorist targeting or weapons supply drops.

As the Americans have now instituted a "Results" orientated reward scheme (lethal weapons if you slaughter Syrian Government, Iranian or Hezbollah troops. Double points if you shoot down a Syrian or Russian plane) with it's proxy terrorists in Syria and Iraq. The P4+1 could offer a deal with Her Majesty Elizabeth II's current government.
Tell us how many sorties you have, how many ground attacks you achieve and how many terrorist resupply missions you achieve. All locations, mission videos and weapons used or supplied to be shared on an "after the event" basis.
This would achieve two things. The first, the numbers of terrorists attacked and the mission objective and result, the second the arms supplied their recipients and the agreed targets of the terrorists upon which the weapons will be utilised.
All aircraft from countries which agree to the Memorandum would be free to operate within Syrian airspace. Those that refuse will be targeted and fired upon unless the run back to, in the UK's case, mummy Liz.
This would demonstrate to the world what exactly their "brave boys" are doing and achieving when spending thier taxpayers money blowing things up.

It seems the Russians and Syrian leaders even discussed holding early elections, Assad won a seven year term just last year I believe.. This would put to bed whether or not the current Syrian leader has the support of the people.
I suspect a precondition of any Government to terrorists talks would entail a commitment to disarm more likely an unconditional surrender. You know like most wars, they end the fighting, surrender their weapons, are interrogated for war crimes prior to elections. Any combatants who can be legitimately charged with war crimes would face trial.
Or is that too old fashioned or unexceptional to the crusader coalition leaders?
Let's see what the Syrian government and it's partners can agree first. Once they have agreed, make offers to the terrorists.

To be fair here, I don't think there was much that was democratic about the process, as with Putin's own 'popular' mandate. A 7 year term is a very long time to be in power before the 'option' of change. He's ruled for 15 years and took over from his father who ruled for 30.

Unfortunately at this point the complete implosion of Syria is a far more alarming prospect.
However, as much as many abhor Putin's presence he has at least persuaded Assad to hold an election... okay so based on the Russian model of free and fair elections that doesn't really hold much water, but at least it is aiming at a political solution to the ongoing carnage and will hopefully give the opposition Syrians a platform for their grievances.

Nope... Putin is one of the bad guys too, but at this point in history he's one of the least bad. We'll have to see how this plays out, Putin has been vocal about the West's lack of participation in a political negotiation, I wonder if Putin and Assad will mind then if international observers oversee the election..
