Police in the southeastern city of North Miami, Florida, shot an unarmed African-American therapist who was lying on the ground with his arms raised as he tried to calm his autistic patient.

Video of the encounter was captured minutes before the shooting on a cellphone camera. The shooting occurred Monday, and the video was provided to the Miami Herald newspaper Wednesday.

The video shows Charles Kinsey trying to get the autistic man, who was blocking traffic, to return to an assisted-living facility. Kinsey is seen lying down with his arms prominently displayed in the air and talking to police and his patient, who was sitting in the street playing with a toy truck.

Kinsey appears to have been surrounded by police when one officer fired his gun three times.

"As long as I've got my hands up, they're not going to shoot me. This is what I am thinking," Kinsey said from a hospital bed where he is recovering from a gunshot wound to the leg.

After the shooting, Kinsey said he asked the officer why he was shot. The officer responded, "I don't know," Kinsey said.

Police said they responded to reports about a man with a gun threatening to kill himself, but no gun was found.

North Miami Police Chief Gary Eugene said the officer has been put on routine administrative leave and that the investigation has been turned over to the Florida Department of Law Enforcement and the state's attorney.

Eugene described the shooting as a "very sensitive matter" and assured an open and thorough investigation. Eugene declined to identify the officer who fired the shots, nor did he answer reporters' questions at a Thursday news conference.

The shooting comes amid heightened tension in the U.S. after gunmen killed eight law enforcement officers in the southern cities of Baton Rouge, Louisiana, and Dallas, Texas.

Police are under renewed scrutiny after the fatal shootings of two African-American men earlier this month in Baton Rouge and in the midwestern state of Minnesota.

GUNFIRE erupted at a nightclub hosting a swimsuit-themed party for teens in Florida, leaving two teens dead and at least 17 other people wounded, officials said.

It was not immediately clear what triggered the violence, but Fort Myers police Capt. Jim Mulligan said the shooting was not an act of terror. Police detained three people and said the area around Club Blu had been deemed safe, Mulligan said.
The slain teens were 14-year-old Sean Archilles and 18-year-old rising basketball star Stef’an Strawder, police said. Archilles lived about a kilometre from the nightclub, said his father, Jean Archilles. Archilles said his son loved to play football and basketball.

One San Diego police officer was killed and another was wounded during a downtown shooting late Thursday, authorities said.
One person was taken into custody after the 11 p.m. attack, but cops are still hunting for a possible second gunman, police told NBC San Diego.
The wounded cop was rushed to a local hospital, where he underwent surgery, officials said. He is expected to survive.

Multiple victims reported from active shooter in Austin, Texas

An active shooter in the Texas capital of Austin has left multiple victims, police said in a message on Twitter early on Sunday as local media reported one person had been killed.



"Active shooter incident downtown, multiple victims. Stay away from downtown," Austin police said in a message on Twitter.


It was not immediately clear how many people were shot.
A woman in her 30s was killed in the shooting, the Austin American-Statesman newspaper reported on its website, citing the Austin-Travis County Emergency Medical Services agency.



Reuters could not immediately confirm the report. Local television station KXAN, citing paramedics, reported that people with gunshot wounds were spread across the area.



The Austin-Travis County Emergency Medical Services agency confirmed in a message on Twitter that multiple people had been shot.

Diego Rodriguez, 17, was fatally shot Tuesday by a teenage boy playing with a handgun, the San Antonio Express-News reported.


The gun went off when Rodriguez tried to take the weapon from the younger boy, police said.

Stringer says Johnson chased Gully out and Gully either fell or jumped off the back steps. Johnson jumped on him, tied Gully's hands behind his back, put duct tape on his mouth and tied him to a tree with insulated electrical tape and clothesline.
Johnson then went to call 911. When sheriff's deputies arrived about 10 minutes later, Gully was dead.
Stringer says an autopsy will be performed and no charges have been filed yet against Johnson.

US woman accidentally shoots self while Snapchatting

A woman in the US state of Florida tried to Snapchat a video of herself holding a gun but instead accidentally shot her cellphone, injuring her right hand, authorities said.


Regina Powell, 22, said she was "foolishly playing" with the .40 caliber semi-automatic handgun, trying to make a Snapchat video, when it went off, the Volusia county sheriff's office said.


The bullet destroyed her cellphone and injured her thumb and index finger.
The incident occurred Sunday in Deltona, Florida.
Police were still looking for the gun, which the woman's aunt tossed out of her car window as she drove Powell to the hospital.


According to the Centers for Disease Control and Prevention, 586 people were killed last year in accidents involving firearms.


The right to bear arms is protected under the second amendment of the US Constitution.

Baltimore County police shot and killed a 23-year-old mom Monday after she allegedly barricaded herself inside her apartment with her 5-year-old son when the officers tried to serve her an arrest warrant for traffic violations.

The boy was wounded in the gun battle between Korryn Gaines and police, although it’s unclear who shot him. He sustained non-life threatening injuries to a limb.

The gunfire ended a tense, hours-long standoff at the Randallstown, Md., apartment complex. Gaines appeared to document the stalemate on her Facebook and Instagram accounts, posting a video of the boy, captioned “My son is not a hostage.”
