He has a pair of baggy shorts with a white back and blue sides, which make it look like the legs are wearing white shorts because they're at precisely the right angle to make it look that way.
Without the baggy shorts the legs would look normal, it's just a slight perspective fuck up that in real life your vision would correct instantly.
