But if you look even closer it is only the body at the rear of the vehicle and it wiggles. note the body work over the wheel does not move at all...... someone has fiddled that gif.

Maybe the GIF compression algorithm ignores the movement if it is too trivial and in a dark part of the image where it is less likely to be noticed.
