As for Eastern Europeans from what's known as the A8 countries, its true that when they joined in 2004 , Britain took out a 7 year transition in which they could not claim benefits unless they worked for 12 months , that has ended now , and they are treated the same as the old European countries migrants are.
Apparently they just have to pass the ‘habitual residency test' to prove they are here to stay
don't know how hard that is .
But i think skint returning Expat Britains have to pass it too to be given welfare.
Also if they find work, East Europeans can claim certain benefits from day one like , Child Benefits even if the child lives in thier home country.
Others, Romanians especially sell the big issue as that enables them to be classed as self employed , then they get housing benefits top ups etc as they are very low earners
Britain lost the plot when many British people found themselves 2nd class citizens in thier own country, especially the young who are not only unable to find work and decent accommodation
but also sneered at and called lazy
It's no surprise lots just give up and drop out .
