    Swine flu 'could kill millions unless rich nations give £900m'

    UN report says pandemic may result in anarchy unless western world pays for antiviral drugs and vaccines

    The swine flu pandemic could kill millions and cause anarchy in the world's poorest nations unless £900m can be raised from rich countries to pay for vaccines and antiviral medicines, says a UN report leaked to the Observer.
    The disclosure will provoke concerns that health officials will not be able to stem the growth of the worldwide H1N1 pandemic in developing countries. If the virus takes hold in the poorest nations, millions could die and the economies of fragile countries could be destroyed.
    Health ministers around the globe were sent the warning on Thursday in a report on the costs of averting a humanitarian disaster in the next few months. It comes as officials inside the World Health Organisation, the UN's public health body, said they feared they would not be able to raise half that amount because of the global downturn.
    Gregory Hartl of WHO said the report required an urgent response from rich nations. "There needs to be recognition that the whole world is affected by this pandemic and the chain is only as strong as its weakest link. We have seen how H1N1 has taken hold in richer nations and in the southern hemisphere. We have been given fair warning and must act soon," he said.
    The report was drawn up by UN officials over the last two months. It was commissioned in July after Ban ki-moon, the UN's secretary general, expressed concern that the H1NI virus could have a severe impact on the world's poorest countries.
    It paints a disastrous picture for the world's most vulnerable people unless there is immediate action. "There is a window in which it will be possible to help poor countries get as ready as they can for H1N1 and that window is closing rapidly," it says.
    "Countries where health services are overburdened by diseases, such as HIV/Aids, tuberculosis and malaria, will have great difficulty managing the surge of cases. And if the electricity and water sectors are not able to maintain services, this will have serious implications for the ability of the health sector to function.
    "If suppliers of fuel, food, telecommunications, finance or transport services have not developed plans as to how they would continue to deliver their services, the consequences could be significantly intensified," it adds.
    The 47-page report provides a detailed breakdown of the basic needs of 75 vulnerable countries with the weakest capacity to withstand an escalation of the virus. Six countries from Latin America, including Cuba and Bolivia, 21 countries from Asia and the Pacific such as North Korea and Bangladesh, and 40 countries from Africa such as Congo and Eritrea are included in the survey.
    UN officials say in the report that £700m should be spent on antiviral drugs and vaccines to protect health care workers and other essential personnel as well as cover those suffering from severe illness. They have identified 85 countries that do not have the ability to access vaccines from any other source and intend to cover 5-10% of each population.
    A further £147m should be put aside to organise vaccine campaigns, improve communications, monitor levels of illness and improve laboratory capacity in 61 countries, the report claims. The remainder should be used to pay for the WHO and other UN-related organisations to help in these countries as well as an emergency fund for additional antiviral medicines, it argues.
    The UN's efforts were boosted last week when nine countries, including Britain and the US, pledged to give the equivalent of a 10% share of their swine flu vaccine supply to help fight the deadly virus's global spread. In Britain, Douglas Alexander, the development secretary, pledged to give £23m.
    Some officials within WHO believe, however, that this will not be enough. One said that richer countries were reluctant to pay out all of the money that was needed. "The downturn means that governments countries are reluctant to give," he said.
    Another said: "The money is a trickle, not a flood. It is going to be a struggle. If we are not careful, the virus could destroy a burgeoning economy or democracy."
    The UN's request for the money comes as the virus begins to establish itself in some of the world's most vulnerable countries. On Wednesday, health officials told one website that the African continent had recorded 8,187 confirmed cases of swine flu and 41 deaths.
    Swine flu was declared a pandemic in June and has since been identified in 180 countries. Pandemic experts believe that the western world, including Britain, is facing a second wave of the virus.

    Swine flu pandemic declared national emergency
    President Obama has declared the H1N1 swine flu outbreak a national emergency.

    KNOXVILLE, Tenn. (WVLT) -- President Obama has declared the H1N1 swine flu outbreak a national emergency.

    Alarming as it sounds, the practical meaning is that hospitals and clinics won't have to follow certain rules, which will give them more freedom to handle a surge in patients.
    The CDC has reported that swine flu complications have killed more than 1,000 people and put more than 2,000 in the hospital.

    The past two days, East Tennessee hospitals have told us they've been busy but the patient surges haven't left them short of beds yet.

    DECLARATION OF A NATIONAL EMERGENCY WITH RESPECT TO THE 2009 H1N1 INFLUENZA PANDEMIC

    BY THE PRESIDENT OF THE UNITED STATES OF AMERICA
    A PROCLAMATION
    On April 26, 2009, the Secretary of Health and Human
    Services (the "Secretary") first declared a public health
    emergency under section 319 of the Public Health Service Act,
    42 U.S.C. 247d, in response to the 2009 H1N1 influenza virus.
    The Secretary has renewed that declaration twice, on July 24,
    2009, and October 1, 2009. In addition, by rapidly identifying
    the virus, implementing public health measures, providing
    guidance for health professionals and the general public, and
    developing an effective vaccine, we have taken proactive steps
    to reduce the impact of the pandemic and protect the health
    of our citizens. As a Nation, we have prepared at all levels
    of government, and as individuals and communities, taking
    unprecedented steps to counter the emerging pandemic.
    Nevertheless, the 2009 H1N1 pandemic continues to evolve.
    The rates of illness continue to rise rapidly within many
    communities across the Nation, and the potential exists for the
    pandemic to overburden health care resources in some localities.
    Thus, in recognition of the continuing progression of the
    pandemic, and in further preparation as a Nation, we are taking
    additional steps to facilitate our response.
    NOW, THEREFORE, I, BARACK OBAMA, President of the
    United States of America, by virtue of the authority vested
    in me by the Constitution and the laws of the United States,
    including sections 201 and 301 of the National Emergencies Act
    (50 U.S.C. 1601 et seq.) and consistent with section 1135 of the
    Social Security Act (SSA), as amended (42 U.S.C. 1320b-5), do
    hereby find and proclaim that, given that the rapid increase
    in illness across the Nation may overburden health care
    resources and that the temporary waiver of certain standard
    Federal requirements may be warranted in order to enable
    U.S. health care facilities to implement emergency operations
    plans, the 2009 H1N1 influenza pandemic in the United States
    constitutes a national emergency. Accordingly, I hereby declare
    that the Secretary may exercise the authority under section 1135
    of the SSA to temporarily waive or modify certain requirements
    of the Medicare, Medicaid, and State Children's Health Insurance
    programs and of the Health Insurance Portability and
    Accountability Act Privacy Rule throughout the duration of
    the public health emergency declared in response to the 2009 H1N1 influenza pandemic. In exercising this authority,
    the Secretary shall provide certification and advance written
    notice to the Congress as required by section 1135(d) of the
    SSA (42 U.S.C. 1320b-5(d)).

    According to the CDC, swine flu infections have already peaked, and the pandemic is on its way out. Peak infection time was the middle of October, where one in five U.S. children experienced the flu, says the CDC. Out of nearly 14,000 suspected flu cases tested during the week ending on October 10, 2009, 99.6% of those were influenza A, and the vast majority of those were confirmed as H1N1 swine flu infections.     Even though the H1N1 pandemic appears to have peaked out, U.S. President Barack Obama has now declared a national emergency over swine flu infections. The reasoning behind such a declaration? According to the White House, it’s designed to "allow hospitals to better handle the surge in patients" by allowing them to bypass certain federal laws.

    Emergency powers trump the Bill of Rights

    Your rights as an American are no longer recognized under this national emergency declaration.

    That’s the public explanation for this, but the real agenda behind this declaration may be far more sinister. Declaring a national emergency immediately gives federal authorities dangerous new powers that can now be enforced at gunpoint, including:

    • The power to force mandatory swine flu vaccinations on the entire population.
    • The power to arrest, quarantine or "involuntarily transport" anyone who refuses a swine flu vaccination.
    • The power to quarantine an entire city and halt all travel in or out of that city.
    • The power to enter any home or office without a search warrant and order the destruction of any belongings or structures deemed to be a threat to public health.
    • The effective nullification of the Bill of Rights. Your right to due process, to being safe from government search and seizure, and to remain silent to avoid self-incrimination are all null and void under a Presidential declaration of a national emergency.

    None of this means that federal agents are going to march door to door arresting people at gunpoint if they refuse the vaccine, but they could if they wanted to. Your rights as an American are no longer recognized under this national emergency declaration.

    What emergency?


    The declaration of this national emergency seems suspicious from the start. Where’s the emergency? The number of people killed by swine flu in the United States is far smaller than the number of people killed each year from seasonal flu, according to CDC statistics. People obviously aren’t dropping dead by the millions from H1N1 influenza. Most people are just getting mild flu symptoms and a few days later they’re fine.

    So where’s the emergency?

    The only emergency I can see is the emergency fabricated by Big Pharma to sell more vaccines. By declaring a national emergency over the H1N1 pandemic, Obama is playing right into their hands.

    I find the timing of all this curious. Two days ago, New York gave up on its efforts to require mandatory vaccinations of health care workers. This was designed to defuse a large number of planned protests from health freedom-conscious people who don’t want government-mandated chemicals pumped into their veins.

    The planned protests in New York would have fueled yet more resistance among health care workers across the country, and had it been allowed to continue, it could have resulted in a huge nationwide backlash against swine flu vaccines. By backing off the vaccine mandate and blaming it on a vaccine shortage (http://www.naturalnews.com/027313_N…), and then having Obama declare a national emergency, our state and national leaders have halted the protests and put in place a pro-vaccine Big Brother mandate that can be enforced at gunpoint.

    Big Pharma must be pleased with all this. With these emergency powers in place, all that’s necessary to force vaccinations upon the entire population is a larger supply of the vaccines — and that’s coming in November.

    well lets see now

    best leave out the western countries and start approaching china and saudi for a few hand outs.

    i do not know about other countries, but it amazes me when the UK is in so much debt, and yet brown pledges millions and millions to poorer countries,
    which in reality do not owe any where as much as us, CRAZY.

    Can any one elaborate.

    Quoting from a website such as Prison Planet does nothing to enhance credibility.
    Vaccines are not a conspiracy. "Big Pharma" only does what it is allowed to do under the rules(?) which govern corporations. The Teakdoor "Malevolent Universe Consortium" is at it again.
