What are the rules on giving rep points?

When I try to give rep points I'm often told that I must spread it around more. What are the numbers involved? I understand why it is there, to stop me registering as 'danbo's mate' and giving myself plenty - However, often I want to say thank you to for bringing a ray of sunshine into my darkness - and I can't.

Danbo - You need to spread the reputation around a litte more. You cant give a member some rep then a few moments later give the same member some more rep again. You have to award other members some rep before you can go back to that same person.

You just need to spread the lovely green lights and not so lovely red lights to people more often Danbo.

Me no understando. If I give a point to poolie does it mean I have to give points to twenty others before I can give him another one?
