    Saying "bloody foreigners" can turn an offence into a racially aggravated one, the high court ruled yesterday. A 16-year-old Portsmouth boy used the term in a dispute with a Turkish-speaking chef over whether or not he had paid for a kebab.
    The youth, now 17, referred to as M, then allegedly hit the window of Pompey Kebab House in Kingston Road, Portsmouth, last August, causing £1,000-worth of damage.




    He was charged with racially aggravated criminal damage under the 1998 Crime and Disorder Act, which introduced stiffer penalties for offences with a racist element.
    The prosecution claimed that M said "bastard", "fuck" and "bloody foreigners".
    In November the youth court ruled that "bloody foreigners" could not be seen as "expressing hostility" based on the victim's presumed membership of "a particular racial group".
    But Lord Justice Auld, sitting with Mr Justice Richards, said all that was necessary was for the defendant "to demonstrate hostility based on the victim's membership, or presumed membership, of a racial group", said the judge.
    Despite the ruling, M will not face further prosecution.

    Discounts for locals. Same as the West. Same as people that go to the cinema on a Wednesday afternoon, cinema goers on a Saturday night are discriminated against because they aren't free to go on a Wednesday afternoon.

    My Noodle lady at my local market charges locals 50 Baht for her soup but for me it's 60 Baht.

    But for me I order an extra chicken leg, more congealed blood an extra Noodles.

    what rankles most is the sneaky, surreptitious, disingenious, cowardly and deceitful way they go about it, which shouldnt be of any surprise to those who know how most thai tend to operate, that is to seek to take advantage of anybody and everybody by any means available.

    by printing the local price in local script only they merely broadcast their guilt and shame like a shoplifter caught with his hand in the till yet continue to participate in the charade whereby tourists (welcomed as valued guests with open arms..and legs) are reamed, creamed and steam cleaned at every possible opportunity by a people who have little idea of morals, ethics, value for money, professionalism or service and whose main aim in life is the successful trousering of the most money for the least expenditure of energy in the shortest amount of time happy in the knowledge that they have charged a foreign devil double the regular price and that the chance of encountering that stupid foreigner with more money than sense again is virtually nil.

    oh how they laugh.

    I agree. I paid the foreigner price in Thailand, Myanmar, Malaysia. In Myanmar, it's 8 usd for foreigners to enter the Schwedagon Pagoda, for their citizens it's free. In Malaysia, I paid the foreigner price for entrance to a zoo (2x the malay price, not 5x or 10x). In Th, I paid the foreigner price in Wat Arun, Wat Po, Grand Palace, etc. I'm not a "round-eyed whitie". I'm a slope-eyed, brown Asian female, and I can pass as a native in many Asian countries - even in China & Korea, because I'm a bit "slanty-eyed". So many ppl here gripe abt the double pricing, but there are ways to circumvent that, e.g. get a Th driver's license. Their country, their rules - whether it's Th, Myanmar or Malaysia. IMHO, if you don't like the price, then don't patronize(patronise) that establishment. Or, as someone else said, it's a large planet..
