    I have a partial solution - pumps.

    Instead of allowing 200-250 million litres of fresh water to flow to the sea every time a ship passes through the locks, pump the water back up so it can be used again and again and again.

    Yup.

    Minimize costs by installing footpumps and hiring Panamanians for $2.27 a day.

    Added bonus: The fookers would be producing world champion high and long jumpers by the decade's end.
