From the other link, while it might appear kosher, the legal descriptions being discussed, because they refer to the parental rights over the child are not relevant to the OP.Legally established parents are given parental rights over the child. The child is subject to parental control of the parents until the child is legally determined to be an adult. Adulthood occurs when the child reaches the age of majority which is 20 years old in Thailand or when the child gets married. Until this time, parents have rights and obligations to their child.

The age of consent is the minimum age at which an individual is considered legally old enough to consent to participation in sexual activity. Individuals aged 14 or younger in Thailand are not legally able to consent to sexual activity, and such activity may result in prosecution for statutory rape or the equivalent local law.
Thailand statutory rape law is violated when an individual has consensual sexual intercourse with a person under age 15. However, sex with a minor under age 18 is a compoundable offense, regardless of consent.
