of course they can never repay, that's the not the purpose of the national debt. It's a credit line to make our world economy function and we need it.
also, why would you want to stop banks to be overextended in debt ? that's their line of business, they sell and buy debts, that's their products. What would take that away from them ? then there is no business anymore for them, pointless
