I very much doubt they will let Chelsea fail. Someone will get them on the cheap but I am not sure of the legalities. Possibly if Chelsea is sold then that money will be frozen until Roman is cleared.

Maybe time for a German style top flight club in the UK. My mate (season ticket holder) just told me a few of the old guard are looking into how we the fans can buy the club.
