    In the play-offs, the three best qualifying group stage runners-up (based on results against the sides ranked first, third, fourth and fifth in their section) have been seeded directly to round 2 of the play-offs (Switzerland, Iceland and Ireland). The six remaining runners-up contest three single-leg play-offs in round 1.
    The three winners from round 1 and the three teams entering directly in round 2 will then compete in single-leg play-offs.
    The two play-off winners with the highest ranking (based on results in the qualifying group stage against the sides ranked first, third, fourth and fifth in their section, and round 2 play-offs) will qualify for the finals from 20 July to 20 August 2023 in Australia and New Zealand. The remaining play-off winner will compete in the inter-confederation play-offs.

    A ten-team tournament will be held in New Zealand from 17 to 23 February 2023 to decide the last three finalists.

    AFC: 2 (Chinese Taipei, Thailand)
    CAF: 2 (Cameroon, Senegal)
    CONCACAF: 2 (Haiti, Panama)
    CONMEBOL: 2 (Chile, Paraguay)

    The teams will be split into three groups: two of three teams and one of four, with seeding decided by FIFA ranking. All three groups will be played as separate knockout competitions, with the winner of each qualifying for the finals. In the two three-team groups, the seeded team will go straight to the final (after playing a friendly against New Zealand or a guest nation) and meet the winner of a semi-final between the other two teams in their group.


    The six teams (the three teams entering in this round and the three round 1 winners) were placed in one bowl, with no seeding (the three winners of round 1 of the play-offs will be indicated as 'winner round 1 tie 1' to 'winner round 1 tie 3').
    They were drawn into three ties (ties 1 to 3) and the first team drawn in each tie will be at home. The ties will be played on 11 October.

    Here comes the part where we need a masters of engineering to work out.

    What about the play-offs?

    Each country that won their Nations League group make it automatically into the play-offs, unless they progress to the tournament itself by finishing in the top two of their qualifying group.
    In that situation, the next best nation in the respective league will take their play-off place, with this decided by the following criteria: position in the group, points and goal difference.
    Or not quite.


    Scotland won their UNL group, so if they do it again in 2023, they would auto qualify for the playoffs.

    England got relegated to the UNL B league, so they should have an easier league next year, if they top that league, they will auto-qualify for the play-offs, despite finishing below Malta, Ukraine and Italy.


    Ireland should beat the Clogs and the Frogs to finish on top.

    10 teams in 3rd place, how they squeeze 10 playoff teams into 3 places I'm not yet sure.


    They seem to like foking leagues, don't they.

    So maybe the ten 3rd placed teams go into two leagues of 5 teams, with the 2 winners qualifying at the two 2nd placed teams go to another playoff to take the 3rd and last qualifying spot.

    Belgium beat us at home on 9 September 2019 and since then the only home game we have lost was against Ukraine on 1st June 2022.

    Format[edit]

    The format will be similar to the UEFA Euro 2020 qualifying competition, with the qualifying group stage deciding 20 of the 23 teams that will advance to the final tournament to join hosts Germany. The 53 UEFA member associations will be divided into ten groups, with seven groups containing five teams and three containing six teams. The draw for the qualifying group stage took place on 9 October 2022,[2] after conclusion of the league phase of the 2022–23 UEFA Nations League. The four UEFA Nations League Finals participants will be drawn into groups of five teams (so they can compete in the Nations League Finals in June 2023). The qualifying group stage will be played in a home-and-away in a round-robin format on double matchdays in March, June, September, October and November 2023. The winners and runners-up from the ten groups will qualify directly to the final tournament.[3]


    Following the qualifying group stage, the remaining three teams will be decided through the play-offs, to be held in March 2024. Twelve teams will be selected based on their performance in the 2022–23 UEFA Nations League. These teams will be divided into three paths, each containing four teams, with one team from each path qualifying for the final tournament. The group winners of Nations Leagues A, B and C will automatically qualify for the play-off path of their league unless they have qualified for the final tournament via the qualifying group stage. If a group winner has already qualified through the qualifying group stage, they will be replaced by the next best-ranked team in the same league. However, if there are not enough non-qualified teams in the same league, then the spot will go first to the best-ranked group winner of League D, unless that team has already qualified for the final tournament. The remaining slots are then allocated to next best team in the Nations League overall ranking. However, group winners of Leagues B and C cannot face teams from a higher league.


    The three play-off paths will each feature two single-leg semi-finals, and one single-leg final. In the semi-finals, the best-ranked team will host the fourth-ranked team, and the second-ranked team will host the third-ranked team. The host of the final will be drawn between the winners of the semi-final pairings. The three play-off path winners will join the twenty teams that already qualified for the final tournament through the group stage.[4]
    Tiebreakers for group ranking[edit]

    If two or more teams are equal on points on completion of the group matches, the following tie-breaking criteria are applied:[4]

    1. Higher number of points obtained in the matches played among the teams in question;
    2. Superior goal difference in matches played among the teams in question;
    3. Higher number of goals scored in the matches played among the teams in question;
    4. If, after having applied criteria 1 to 3, teams still have an equal ranking, criteria 1 to 3 are reapplied exclusively to the matches between the teams in question to determine their final rankings.[a] If this procedure does not lead to a decision, criteria 5 to 11 apply;
    5. Superior goal difference in all group matches;
    6. Higher number of goals scored in all group matches;
    7. Higher number of away goals scored in all group matches;
    8. Higher number of wins in all group matches;
    9. Higher number of away wins in all group matches;
    10. Fair play conduct in all group matches (1 point for a single yellow card, 3 points for a red card as a consequence of two yellow cards, 3 points for a direct red card, 4 points for a yellow card followed by a direct red card);
    11. Position in the UEFA Nations League overall ranking.

    Notes

    1. ^ When there are two or more teams tied in points, criteria 1 to 3 are applied. After these criteria are applied, they may define the position of some of the teams involved, but not all of them. For example, if there is a three-way tie on points, the application of the first three criteria may only break the tie for one of the teams, leaving the other two teams still tied. In this case, the tiebreaking procedure is resumed, from the beginning, for those teams that are still tied.



    Criteria for overall ranking[edit]

    To determine the overall rankings of the European Qualifiers, results against teams in sixth place are discarded and the following criteria are applied:[4]

    1. Position in the group;
    2. Higher number of points;
    3. Superior goal difference;
    4. Higher number of goals scored;
    5. Higher number of goals scored away from home;
    6. Higher number of wins;
    7. Higher number of wins away from home;
    8. Fair play conduct (1 point for a single yellow card, 3 points for a red card as a consequence of two yellow cards, 3 points for a direct red card, 4 points for a yellow card followed by a direct red card);
    9. Position in the UEFA Nations League overall ranking.
