    BREAKING NEWS

    (BangkokPost.com) - Apirak Kosayodhin decided to suspend his work as Bangkok governor on Thursday after the Assets Scrutiny Committee (ASC) decided to press charges against him in connection with the controversial fire trucks and boat procurement for the Bangkok Metropolitan Administration.

    His work suspension is effective immediately.

    "He came to discuss about it after the ASC recommended the charges against him last night," said Democrat spokesman Ong-art Klampaibul. "He wanted to show the spirit. When we face charges, we should suspend the work until the charges are cleared."

    The ASC pressed charges against Mr Apirak, deputy leader of the Democrat party, and five more parties including Prime Minister Samak Sundaravej, who was the Bangkok governor at the time, in connection with the controversial project.

    Mr Samak approved the project on Aug 27, 2004, the last day of his tenure as Bangkok governor.

    Other parties who face charges are former commerce minister Watana Muangsuk, former city clerk Khunying Nathanon Thavisin, former chief of the Foreign Trade Department of the Commerce Minister Rachen Pojanasunthorn, Steyr Co, the supplier, and its representative Mag Minar.

    Bangkok Governor Quits Over Corruption Probe

    The governor of Bangkok said Thursday he was stepping aside from his job amid a corruption probe that also targets the country's prime minister.

    Gov Apirak Kosayodhin told reporters he was "suspending" his role as Bangkok's mayor to clear his name before the Assets Examination Committee that is pressing charges against him, Prime Minister Samak Sundaravej and four other persons.

    The case involves the purchase of 315 firefighting trucks and 30 boats at what is alleged to have been an inflated price of 6.7 billion baht (US $212 million). Samak was governor at the time of the purchase and Apirak later signed a letter of credit.

    Samak, whose People's Power Party heads a coalition government, continues to serve as prime minister despite anti-corruption laws mandating those charged to step down from their posts until a final verdict is reached.

    "I am showing the spirit of democracy so I will suspend my role as the governor of Bangkok," said Apirak, who is also deputy leader of the opposition Democrat party.

    Apirak said he would assign one of his deputies to work in his place until the situation is resolved.

    PM Samak says he won't halt duties during corruption



    BANGKOK, March 16 (TNA) – Prime Minister Samak Sundaravej said Sunday he would not stop working as head of the government while the investigation of possible corruption regarding the controversial procurement of fire trucks and fire boats is underway.

    Speaking during his weekly television program, Mr. Samak said he would not stop working because the law clearly stipulates that if a person is still in the post and accused of committing guilt then he must stop working.

    He said he was no longer governor of the Bangkok Metropolitan Administration (BMA).

    Apirak denied

    Interior minister Chalerm Yubamrung has denied an official request for temporary leave by Bangkok governor Apirak Kosayodhin - and challenged him to resign instead.

    Mr Chalerm said at a press conference on Sunday that Mr Apirak had submitted a request to take one month’s leave starting last Thursday (March 13). The reason given was to take care of personal business.

    The interior minister explained he did not grant the governor permission for the leave because the reason stated in his request was different from that given by Mr Apirak at an earlier press conference.

    Chalerm, Apirak bargain over leave

    Speaking via a radio programme on FM101on Monday morning, Mr Chalerm said he wanted to teach Mr Apirak a lesson that he shouldn’t hold a press conference saying he intends to take leave without having received permission from the Interior Minister first.

    “I’ve allowed him to take 15 days' temporary leave. If, after that, the Assets Scrutiny Committee does not believe he should be held responsible for the scandal, he must resume his duties as Bangok governor,” Mr Chalerm said.



    Abhisit advises Chalerm to focus on southern crisis

    “Asking for temporary leave was the appropriate thing to do and there is no need for him to step down from his position as the Bangkok governor, as suggested by the Interior Minister,” Mr Abhisit said. “Mr Chalerm should spend more of his time resolving the southern conflict.”

    Fire truck scandal makes Samak reaching deeper pocket
    March 25, 2008


    Prime Minister Samak Sundaravej has to pay defence lawyers' fees after losing a court battle as plaintiff suing two graft busters for offending remarks linking him to the fire truck scandal, Assets Examination Committee chairman Nam Yimyaem said on Tuesday.

    Instead of winning Bt328 million in damages, Samak was ordered by the Civil Court to dole out Bt60,000 in defence cost on top of his legal expenses, Nam said with glee.

    Samak sued Nam and investigative panel member Prasert Boonsri for offence committed as state officials to have violated him by linking him to the scandal and accusing him of causing Bt1.9 billion damages to the state when he was the Bangkok governor. He demanded the two to pay the compensation of Bt164 million each.

    The court ruled in favour of the defence on grounds that Nam and Prasert made the remarks under the mandate granted to their office.

    Chalerm approves Apirak's leave for 15 days more
    March 28, 2008


    Interior Minister Chalerm Yoobamrung Friday allowed Bangkok Governor Apirak Kosayothin to take 15 days more of leave from duty.

    It was the second leave approved by Chalerm and would last from March 28 to April 11.

    Apirak reasoned in his leave letter that he would have to prepared information for answering questions of the Assets Examination Committee regarding to the purchase of fire trucks and fire boats.

    The last I read about them was that they were being warehoused. They were not going to be used since Thailand hadn't paid for them but they wouldn't be returned either because Thailand had paid some of the price and would want its money back before returning them.

    Looks like they are going to become museum pieces.

    Apirak ready to contest Bangkok by election
    November 14, 2010

    Former Bangkok governor Apirak Kosayodhin is ready to be a Democrat candidate in the upcoming byelection in Bangkok’s Constituency 2.

    Following the report that Prime Minister and party leader Abhisit Vejjajiva will select Apirak to contest the upcoming byelection in the capital to replace former Democrat MP Somkietr Xanthavanij, who was one of six MPs disqualified recently because they broke the charter by possessing shares linked to state concessionaires.

    Apirak , who is an adviser to the PM, said the party’s panel tasked with selecting the can?didate to contest the upcoming byelection in Bangok will meet on Tuesday and submit a list of candidates to Banyat Bantadtan, who chairs the party’s advisory committee, for a final approval.

    “I am also on the party’s panel to select the candidate and I have to join the meeting next week,” he said at the Government House. When asked that whether he is ready to be a candidate or not, he said the panel would make the deci?sion. “So far, there has been no discussion about this issue,” he said.

    “There has been no preparation for this by-election. So we have to wait and see the result of the party panel meeting,” he added. He said he did not know about a report that there was an attempt to lobby the panel " which made Abhisit dissatisfied with the movement.

    “I’ve had no chance to talk to anyone as I also have many things to handle but I’ve heard that the party’s branches have already talked to each other but the party executives will make a decision over the candidate.”

    Meanwhile, Pheu Thai Party spokesman Prompong Nopparit will petition to the Election Commission (EC) chairman tomorrow to revise a regulation over advance voting and the designation for the con?stituency director in a bid to prevent irregularities in the upcoming by-election.

    Meanwhile, Surin provincial Election Commission is ready to hold a byelection at Constituency 3 to select a new MP after former Surin MP Maliwan Thanyasakulkij, from the Puea Pandin Party, was dis?qualified by the Constitution Court.

    In related development, the Ministry of Interior has moved 69 deputy provincial governors around the country to prepare for an election, a source said yesterday.

    Following a report from the Interior Ministry, deputy per?manent secretary Khwanchai Wongnitikorn,who is acting permanent secretary, signed a notice to move 69 deputy provincial governors. The order will come into effect on November 29.

    Of this number, 29 persons were designated as the acting deputy provincial governors while 40 were appointed as the new deputy provincial gover?nors in other provinces.

    Apirak claims victory in Bangkok’s Constituency 2 by-election

    Bangkok’s Constituency 2 by-election results show Democrat Party candidate Apirak Kosayothin as the winner with a landslide victory over Puea Thai candidate Pongpisut Jintasophon.

    The unofficial results were announced late Sunday with 71,072 votes for Mr Apirak from the Democrat Party and only 30,506 votes for Mr Pongpisut from the Puea Thai Party.

    Shortly afterwards, the winning party held a press conference to thank all the supporters who came out to vote for its candidate and also thanked Prime Minister Abhisit Vejjajiva, as the party leader, party executives and their families.

    At the Democrat headquarters, Mr Apirak was congratulated by many Democrat core members, such as Prime Minister Abhisit who conversed with him for about 20 minutes, Finance Minister Korn Chatikavanij and Bangkok Governor MR Sukhumbhand Paribatra.

    Throngs of supporters were also present.

    Apirak reports to House as new MP
    22/12/2010

    Apirak Kosayodhin of the Democrat Party on Wednesday reported to the Secretariat of the House of Representatives as a new MP after his election was endorsed by the Election Commission.

    Mr Apirak won the Dec 12 by-election in Bangkok's constituency 2.

    He said he would consult whips of the Democrat Party about his role in parliament. He is personally interested in power decentralisation, special administrations and economic issues.

    Parliament, currently in recess, will reconvene its ordinary session in late January.

    Mr Apirak resigned as Bangkok governor after the National Anti-Corruption Commission ruled that he was involved in irregularities in the Bangkok Metropolitan Administration's procurement of fire boats and trucks.

    The NACC is preparing to file for his indictment.

    Before running in the by-election, he served as an adviser to Prime Minister Abhisit Vejjajiva.
