On April 25th, 2024, Pol. Maj. Gen. Watcharin Pusit, the Commander-in-Chief of the Environmental and Natural Resources Crime Suppression Division (ENRC), publicly revealed the result of an initial inspection of a fire at a massive chemical waste storage factory in Ban Khai, Rayong.


According to the Commander-in-Chief of the ENRC Division, the nature of the fire at the factory in Rayong was similar to a fire incident at the chemical waste storage factory in Phachi, Ayutthaya on February 29th. Moreover, the two factories were found to have connections with some of the company’s directors.


The fire incident at the chemical waste storage factory in Rayong was possibly a human made attempt to avoid being sued to pay compensation to the Thai government for the destruction of industrial waste, according to the Commander-in-Chief of the ENRC Division.
To destroy industrial waste, the Thai Department of Industrial Works would use the central budget, and then the government would sue to recover the costs accordingly. It may result in as much as tens of billions of baht.

However, the Thai authorities were investigating the case of the fire incident scene to determine the exact cause of the incident. It was reported that, as of press time, the fires could not completely be extinguished and multiple fire spots were still detected by drones.
The ENRC warned locals that ammonia and other hazardous chemical substances were still contaminated in the air near the factory even days after the initial blaze.


Regarding the fire incident at the chemical waste storage factory in Ayutthaya, the ENRC would request an arrest warrant for involved individuals from the court for having hazardous chemicals in possession which would be in process in May, stated the Commander-in-Chief of the ENRC Division.

Industrial Works Dept. chief reprimanded over handling of chemical fire

Director-General of the Department of Industrial Works (DIW), Jullapong Thaveesri, was reprimanded by Prime Minister Srettha Thavisin today, during his visit to Ban Khai district of Rayong province to follow up the chemical fire at the Win Process Company.


Accompanied by Industry Minister Pimpatra Wichaikul, Public Health Minister Cholnan Srikaew and PM Secretary-General Prommin Lertsuridej, the prime minister asked to see Jullapong, after he was informed that the fire at the warehouse, storing chemical waste for Win Process, has not been completely extinguished after almost a week.


The prime minister reportedly told Jullapong that he should have come to the district to address the problem much sooner than today, given the gravity of the matter.


Then the prime minister turned to the industry minister and the permanent secretary for industry for a private discussion for about 5 minutes. It is not known what they talked about.


The prime minister later met with people living in the neighbourhood of the chemical company, who complained that they have been demanding that the chemical waste be removed from their locality for years, but without success.


Later, the prime minister issued guidelines for relevant authorities to address the chemical waste problem at Win Process and elsewhere.


The guidelines call for:


-Residents affected by the chemical fire to lodge complaints with the Damrongtham Centres in the province


-The Public Disaster Prevention and Mitigation Department to extinguish the fire at Win Process Company fully and to restore the situation to normal


-The police to speed up their investigation and bring those responsible for the fire before the courts.

More charges expected following Win Process Co. fire in Rayong

Additional charges are to be field against the management of the Win Process company in Ban Khai district of Rayong province, following a fire at a warehouse, in which chemicals were being stored, about two weeks ago.


Rayong’s provincial governor has instructed officials to file charges against the company’s management for illegal possession of hazardous chemicals, after it was discovered that more warehouses in Muang district, also owned by Win Process, contain hazardous materials without the required permits.


Experts were sent to the warehouses to identify the chemicals stored, before they are moved to other locations to prevent fires.

Chemicals at the warehouse in Ban Khai district are still leaking into the pond, raising concerns that contaminated water may leak into the environment when it rains.


Three more ponds are being dredged to prevent leakage from the warehouse compound.


Democrat party deputy leader Suchatvee Suwansawat has visited the warehouse and spoken with community leaders in the neighbourhood during the weekend. He said that the party will raise the grievances of the people with the government.


Meanwhile, director-general of the Department of Primary Industries and Mines, Aditad Vasinonta, said that the first shipments of cadmium slag, transported from Bangkok and Samut Sakhon to Tak province, are now safely stored in a warehouse.


He said that the floor of the warehouse had been paved, to prevent the cadmium from seeping into the ground, adding that a drainage system has been put in place to prevent contaminated water from leaking into the environment.
