    Wanted man Richard Burrows, 80, arrested at Heathrow after 27 years on the run

    An 80-year-old man who has been on the run for 27 years has been arrested at Heathrow Airport, police said.
    Richard Burrows was arrested on Thursday after returning to the UK from Thailand, a spokesman for Cheshire Police said.
    He has been remanded in custody and is due to appear at Chester Crown Court on Tuesday.
    The force said he has been wanted since December 1997 when he failed to attend Chester Crown Court to face trial for two counts of a serious sexual offence and 11 counts of indecent assault.
    The charges relate to the sexual abuse of children which is alleged to have occurred between 1969 and 1971, reported to have taken place at a children's home in Congleton, Cheshire, and in the West Midlands.
    Detective Inspector Eleanor Atkinson, from Cheshire Police, said: "Our determination to locate Burrows has not faltered over the past 27 years and his arrest marks a significant step forward in this case and the beginning of closure for all those involved.
    "I also hope that his arrest acts as a warning to any other wanted suspects - demonstrating that no matter how long you hide, we will find you and you will be arrested."
    Efforts to locate Burrows since his disappearance included a Crimewatch appeal in 1998.
    Duncan Burrage, National Crime Agency international liaison officer in Thailand, said: "Utilising our international network and working closely with Cheshire Police colleagues, we have been able to track down a fugitive wanted in connection to extremely serious allegations."

    Very civil of them to wait rather than spend all that money extraditing him.

    National Crime Agency (NCA) worked with the force to bring about the arrest. They said they discovered that Burrows was living in Thailand and planning on taking a flight back to the UK, where Cheshire police would be able to apprehend and arrest him upon landing.

    thats probably the case.

    the police have been too busy prosecuting tv licence felons and the gangs of terrifying misgenderists that roam the land to bother about abusers of children.

    how he has managed to avoid being extradited for nearly 30 years tells you all you need to know about both the british police and the civil servants responsible for passport renewal and of course the criminally negligent thai authorities.

    There is really very little point to try and rehabilitate wronguns like this. I am not usually a death sentence enthusiast, but in cases like this my view is different.

    Statistically, most child abusers tend to be victims themselves of abuse when in their formative years.

    The crime itself rightly derives opprobrium but in the scheme of things it rarely has terminal outcomes and many victims move on and enjoy life albeit with some vestige of neurosis.

    The death sentence on conviction is grossly disproportionate.

    The thing about these cases involving foreign based paedophiles is that they are vastly outnumbered by the instances of Catholic church and educational abuse within are our own territories in the British Isles which have yet to be investigated.

Paedophiles exploiting their victims more often than not are not inflicting violence but groom their victims in order to gain sexual gratification.     Fugitive Richard John Ramsey Burrows still wanted more than 20 years after he vanished before trial
    The suspect, who would now be in his 70s, is also wanted in connection with an alleged child rape in the Midlands

    A fugitive who vanished more than 20 years ago - before his trial for alleged sex offences - is still wanted by police decades later.

    Age progression software shows what he could look like


    His case featured on BBC's Crimewatch in 2011 as a renewed bid to locate him was launched.

    Cheshire Constabulary’s paedophile unit released age-enhanced images of Burrows when the programme aired. The age progression tool is most commonly used in cases of missing children.

    Det Chief Insp Giles Orton, who headed up the constabulary's unit, said at the time: "We have taken the step of releasing an age-enhanced image of Burrows in the hope that somebody recognises his current appearance and contacts us. It may be the case that Burrows may have assumed a different identity, which is why we have taken the decision to release the image."

    "I would urge anyone who recognises Burrows, or who has any knowledge of his current location or whereabouts in recent years, to contact Cheshire Police"

    One day after the appeal was aired, Det Ins Mark Tasker said they were 'following up a number of calls' received. But Burrows remains wanted by police to this day.
