For Buckaroo, maybe a Thai embassy abroad can clarify. It isn't at all clear to me if you'll need insurance only from the gang of 16, before you travel or on arrival, and what happens if they refuse to insure someone due to pre-existing conditions or demand a Baht 1 Million premium after you have landed in Thailand.
I doubt that anyone here has those answers although some with longer experience might help frame the questions that need to be asked.

they also anounced anyone who hasnt renewed their visa's will be fined for overstay or inprisoned,after SATURDAY 26th.

Thailand has not contained, controlled or eradicated the virus. If anyone can work through all those hoops, they will discover that while it might be possible for some determined folk to get into the country, it has no tourism service left, and for the majority it will be too expensive, and too much trouble.

At the moment, only Filipino citizens, diplomats, and those with long term visas (e.g. retirement, spouse visas) may enter.
Foreign spouses or foreigners with minor Filipino children (in PI) may enter, but they have to apply for a visa in the PI embassy of the country they live in. No tourist exempt visas or visa on arrival. Need docs for the visa (marriage or birth cert, etc). Covid test upon arrival at the airport, quarantine in govt-approved hotel for 1 or 2 days until results are obtained (own expense). If negative, then may proceed to 14 day quarantine at own residence. (This was from the experience of Mark - Overstay Road on YT. He recently came back from the US and he was granted a visa because he has a minor kid.
