Deputy PM Chalerm to propose Pha-ngan island a weapon-free zone

NAKHON RATCHASIMA, Jan 6 - Deputy Prime Minister Chalerm Yubumrung said he will propose Pha-ngan tourist island be designated a weapon-free zone.
He spoke following British ambassador to Thailand Mark Kent asking the Thai government to implement measures for the safety of tourists after Stephen Ashton, a Briton, was killed by a stray bullet while celebrating the new year on Pha-ngan island.
Mr Chalerm said the suspect was already arrested, adding that safety measures for tourists for the past four months have improved, and admitting that it was impossible to 100% monitor safety despite the fact that Thai police provided their fullest performance.
He said that the government should provide understanding to the public in tourist areas that weapons should be turned over to the government, while the government will compensate them with money in return. After the measure is put into place, additional tourist areas will be considered to follow suit.
Without guns, unlikely incidents will not happen, he said. (MCOT online news)

I have spent over 40 years of my life in the US and have never seen a gun pulled out in public. I have probably spent one year of my life in Thailand and have seen guns pulled twice. It doesn't surprise me that this happened.

More than 30,000 foreign tourists have flocked to Koh Phangan to celebrate the first Full Moon Party of the year on Saturday night amid tighter security following a fatal shooting last month.
The event had already attracted 30,000 revellers, mostly foreigners, to the southern island on Friday. Many more were expected to arrive as ferries between the Surat Thani mainland to the world-famous tousit destination were filled with passsengers, said Panu Woramit, director of the Tourism Authority of Thailand's Surat Thani office.
Authorities are keeping a closer eye on this weekend's partty following the death of a young British tourist at a New Year's Eve party on Haad Rin Beach.
Taweesak Inprom, the Koh Phangan district chief, said safety measures for tourists would be stricter than in the past years.
Several checkpoints have been set up to prevent weapons from being carried onto the island, especially by Thais. Violators would face immediate harsh punishment as part of the efforts to declare Koh Phangan a free-gun zone, he said.

“Anyone who resorts to gun crime is a cowards and a danger to society. It was inevitable that someone would be killed or seriously injured that night when Ekkapan Kaewkla discharged his gun on a crowded public beach which was full of young men and women enjoying the New Year celebrations.
“His actions demonstrate that he is a danger to the community and to the thousands of visitors to Koh Phangan Island which relies so heavily on the income that tourism brings to it.
“Ekkapan Kaewkla killed my son that night. Stephen was an innocent 22 year old young man who had a life of happiness and fulfillment ahead of him. Stephen’s death has had a huge impact on his family and the many friends who miss him dreadfully every day and we have to endure the grief of such a tragic loss for the rest of our lives.
“Stephen was vibrant, talented, hardworking and a respectable young man. He was everything that Ekkapan Kaewkla is not.”

First offence, a reckless and stupid act resulting in manslaughter but without malice a forethought and not for personal gain, he would get may be 18 years. With full remission and a good parole assessment he'd be out on licence in 8 years.

I suppose the only saving grace is that doing ten years in a Thai jail is hard time compared to the good life in an English or Australian Prison.
