- The first application for extension of stay by the foreigner is equivalent to the notification of staying in the Kingdom over 90 days.

- Visa extension units, Chamchuree Square Building, Floor 18 hatumwan, Bangmmigration offices throughout the countr

Won't happen at Chok Chai (Korat). They'll ignor it. When you phone to say you haven't received the 'slip back', they then tell you to report in person. Or this was what happened when they first refused postal reports. Everyone now seems to accept the reporting in person.
The yellow bit is what I was getting at. It seems the report by mail applies only to those who are currently in the system.
At Chok Chai nobody can report by mail. Irrespective, if in the system or not.
