Haven't read anywhere to that effect, but it appears to be the case, at least at Mae Sai. If they did scrap it, the rule didn't last long (only came into effect 3 months or so ago).

15 day stamp about a year ago (changed from 30). How many times it can be consecutively done rule, about 3 months ago.

I heard that when you do the fourth run, they will put a flag on your data in their system. If you have been flagged, it means you could be a potential target to receive a verification visit by immigration officer to your physical address, to find out whether you are working illegally or not. Not that I work illegally, it's just the hassle you may get.
I wonder whether anyone has received this kind of visit or not.
Reading you experience (11th? wow!), I think now it is OK enough if I do the fourth.
